TO: Board of Supervisors
SUBMITTED BY: John Zanoni, Sheriff-Coroner-Public Administrator
SUBJECT: Local Incarcerated Persons Retroactive Revenue Agreement with the City of Fresno
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Retroactive Revenue Agreement with the City of Fresno for the housing of local incarcerated persons effective July 1, 2024, not to exceed three consecutive years, total not to exceed $542,025.
REPORT
There is no additional Net County Cost associated with this action. The City of Fresno, through the Fresno Police Department (City), has requested the continuation of an agreement to designate the housing of three local incarcerated persons that may be arrested by the Fresno Police Department. The rate under the Agreement is $165 per bed, per day, and is a firm-fixed, per-diem rate for services that is not subject to adjustment during the time period of this Agreement. This rate will recover the full cost according to the FY 2024-25 daily jail cost study. The Agreement also provides for reimbursement for County guards in the event one of the local incarcerated persons using these beds must be transported to an outside medical facility, which will be billed separately, based on the Master Schedule of Fees approved at the time. The current per diem rate for FY 2023-24 is $60.28 per hour, per guard, for those local incarcerated persons seeking medical care from an outside medical facility, which is consistent with the rate charged to the United States Marshal for federal inmates. The per hour rate for the Correctional Officer position is consistent with the Master Schedule of Fees (MSF) hourly rate approved by your Board on November 28, 2023. This item is countywide.
ALTERNATIVE ACTION(S):
If the recommended agreement is not approved, the Sheriff's Office will not reserve the three housing beds for City arrestees.
RETROACTIVE AGREEMENT:
The recommended action is retroactive to July 1, 202...
