RECOMMENDED ACTION:

TITLE

Approve and authorize the Chairman to execute Amendment I to Agreement No. 21-266 with the Riverdale Memorial District for the Riverdale Memorial Hall Improvements, Community Development Block Grant Project No. 20591, effective upon execution, which will modify the project milestone schedule and increase the maximum Community Development Block Grant funded provided by $200,000, due to increased construction costs, to a total Community Development Block Grant funding amount not to exceed $450,000.

REPORT

There is no Net County Cost associated with the recommended action. Approval of the recommended action will amend the project milestone schedule of Agreement No. 21-266 (Agreement) with the Riverdale Memorial District (District) and provide additional Community Development Block Grant (CDBG) funding for the Riverdale Memorial Hall Improvements (Project). These additional funds are necessary due to construction costs, which have increased after the Project was initially developed and scoped in 2020. The total Project cost is now estimated at $450,000; if additional funding is necessary to complete the Project by June 15, 2026, District will provide a local financial contribution for Project costs in excess of the CDBG funds. This item pertains to a location in District 4.

 

ALTERNATIVE ACTION:

 

Your Board may reject the recommended action, and direct staff to identify another project from the 2025-26 Back-Up list for consideration.  However, rejection of the recommended action may impact the County’s ability to meet its CDBG expenditure timelines set by the U.S. Department of Housing and Urban Development (HUD) and would require the District to provide local financial contributions to cover Project costs that exceed the current $250,000 CDBG funding provided in the Agreement or reduce the scope of the Project.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The recommended amendment will increase CDBG funding for the Project by $200,000, from $250,000 to $450,000. The additional CDBG funds are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2025-26 Adopted Budget. CDBG funds are provided on a reimbursement basis.

 

DISCUSSION:

 

On April 28, 2020, the Board approved the FY 2020-21 Unincorporated Area Projects list as part of the Annual Action Plan, which included the Project.

 

On July 13, 2021, the Board approved the Agreement for the Project, then estimated at $250,000. The Agreement provided $250,000 in CDBG funds to the District, on a reimbursement basis, for the installation of Americans with Disabilities Act (ADA) compliant doors with automatic openers, and the construction of additional permanent paved parking and related improvements adjacent to the Memorial Hall. The Project will provide safe off-street parking and improved access to the Memorial Hall for mobility-impaired visitors. The Project is located at the Riverdale Memorial Hall at 3085 W. Mt. Whitney, in the community of Riverdale.

 

A required revision to the District’s Conditional Use Permit for the site and multiple rounds of design and permit review delayed the Project, which began advertising for bids on June 18, 2025. Bids were opened for the Project on July 15, 2025 and significantly exceeded the original cost estimate. The award of the Project by the District is expected in October 2025, following your Board’s decision on the recommended action. The estimated cost to complete the Project is currently approximately $450,000.

 

On August 5, 2025, your Board approved the FY 2025-26 Unincorporated Area Projects list as part of the 2025-2026 Annual Action Plan, which included additional funding for this Project.

 

If approved, Amendment I will increase the total CDBG funds allocated to this Project from $250,000 to $450,000 and modify internal project milestones. All remaining provisions of the Agreement will remain in full force and effect.

 

OTHER REVIEWING AGENCIES:

 

Amendment I to Agreement No. 21-266 has been reviewed and approved by the Riverdale Memorial District. On August 6, 2025, the Housing and Community Development Citizens Advisory Committee reviewed and approved the request for the additional $200,000 in CDBG funds.
