SUBJECT:                     Donation of $18,380 to the Sheriff’s Office from the Orange Cove Police Protection District and Budget Resolution

RECOMMENDED ACTION(S):

TITLE

1.                     Adopt Resolution accepting and expressing gratitude for the monetary donation of $18,380 from the Orange Cove Police Protection District to purchase two Vigilant License Plate Reader Policing Systems for the Sheriff’s Office during FY 2023-24; and

2.                     Adopt Budget Resolution increasing FY 2023-24 appropriations and estimated revenues for Sheriff-Coroner-Public Administrator Org 3111 in the amount of $18,380 (4/5 vote).

REPORT

There is no Net County Cost associated with the recommended actions.  Approval of the recommended actions will allow the Sheriff’s Office to accept and utilize a donation from the Orange Cove Police Protection District ($18,380) for the purchase of two Vigilant License Plate Reader (VLPR) systems.  This item is countywide.

ALTERNATIVE ACTION(S):

There are no viable alternative actions. If the recommended actions are not approved by your Board, the equipment will not be purchased.  This would result in lessening the ability to identify vehicles flagged by other law enforcement agencies for use during all criminal investigations including, but not limited to, violent crimes, illegal drug interdictions/sales, terrorist activities, and at-risk/missing persons cases.

 FISCAL IMPACT:

There is no additional Net County Cost associated with the recommended actions.  Approval of the recommended actions will facilitate the purchase of two VLPR systems for law enforcement services. Approval of the second recommended action will increase FY 2023-24 appropriations and estimated revenues for the Sheriff-Coroner-Public Administrator’s Org 3111 in the amount of $18,380.

DISCUSSION:

The Orange Cove Police Protection District (OCPPD) covers both the City of Orange Cove and a large portion of Fresno County that surrounds the City of Orange Cove.  The Sheriff’s Office is responsible for all law enforcement duties outside the Orange Cove city limits.  Since this area falls within the Sheriff’s Office jurisdiction there is no need for a contract for these services with the OCPPD.

The OCPPD has authorized a donation to the Sheriff’s Office for the purchase of two VLPR systems.  The VLPR system is a tool that can quickly assist in drug enforcement, gang enforcement, criminal investigations, and in locating missing/at risk citizens.  The VLPR system cameras capture license plates from all vehicles that drive by the cameras.  Included in the purchase of the VLPR system is CarDetector software which immediately notifies the agency of a hit on any license plate that is entered.

The second recommended action will approve the budget resolution to increase the FY 2023-24 appropriations and estimated revenues for the Sheriff-Coroner-Public Administrator’s Org 3111 in the amount of $18,380 for the purchase of the two VLPR systems, program number 91931.

The requested VLPR systems will improve officer safety and effectiveness by allowing officers access to a nationwide commercial database throughout the United States. Vigilant is the only company that allows law enforcement to access the nationwide commercial database for license plates that are scanned by both law enforcement and private vendors.  If a suspect flees the State of California, other law enforcement agencies who use the Vigilant system would be notified of a wanted vehicle if the license plate is captured by another Vigilant user and thus, possibly a known criminal associated with that vehicle.  The State of California is currently working with Vigilant to install cameras on all major overpasses on interstate and freeways in California.

DONOR DISCLOSURES:

To satisfy reporting requirements under Administrative Policy 30 for donations greater than $7,500 in value, the following is provided:

•                     OCPPD is not a County contractor or principal in a business, agency or organization providing contracted services within the County.

•                     OCPPD is not a contractor that has bid on a County contract in the last 12 months.

•                     The Sheriff-Coroner-Public Administrator’s office has no knowledge that the donor will bid on any County contract within the next 12 months.

•                     OCPPD, P.O. Box 1023, Orange Cove, CA 93646 has provided a $18,380 donation, which will be deposited into the Sheriff-Coroner-Public Administrator Org 31113297, Fund 0001, Subclass 10000, Account 5890, and will be used to offset costs associated with the VLPR systems for FY 2023-24.
