RECOMMENDED ACTION(S):

TITLE

Approve Amendment to the Salary Resolution adding one Senior Administrative Analyst position to Administrative Office Org 0120, effective July 26, 2021, as reflected in Appendix C.

REPORT

There is no additional Net County Cost associated with the recommended action.  Approval of the recommended action will amend the Administrative Office’s Salary Resolution adding one Senior Administrative Analyst to Group 4 of Administrative Office Org 0120.  This position would be dedicated to and funded by the American Rescue Plan (ARP). This item is Countywide.    

 

ALTERNATIVE ACTION(S):

 

If the Board does not approve the recommended actions, the County would have less resources dedicated to support and oversight of ARP.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions.  The total annual cost for this position, if filled as a Senior Administrative Analyst is estimated at $167,840 and will be funded with ARP funding.  Sufficient appropriations and estimated revenues are included in the Department’s Org 0120 FY 2021-22 recommended Budget and will be included in future budget requests

 

DISCUSSION:

 

The American Rescue Plan (ARP) is a Federal stimulus plan approved by the Congress of the United States and President Biden that provides $350 billion of stimulus funding to State and Local Governments out of the $1.9 trillion-dollar bill. The share expected to be received by Fresno County is approximately $194 million. The County is receiving the funding in two tranches (disbursements). The first half, in the amount of $97,031,828.50 was received on June 17,2021 and the second half is expected in one year.

 

ARP has provided the County of Fresno and our community a unique opportunity to invest in our most critical needs and make long-term investments that impact everyone. In addition, to the $194 million that will be allocated to Fresno County, many other entities are receiving a direct allocation and ARP includes many other funding opportunities. The Board of Supervisors, recognizing this strategic opportunity, appointed a sub-committee that includes Chairman Brandau and Supervisor Magsig. The Sub-Committee has met with County leaders and is creating the framework for ARP planning. To ensure that this critical need is given the oversight and attention needed, the Board of Supervisors directed staff on June 22, 2021 to return to the next board meeting adding one position to the County Administrative Office’s table of positions but allowing flexibility in the level that the position is filled based on the need. The recommended action adds one position that would allow filling the position at the appropriate level.
