SUBJECT: Approve Data Access Agreement with the California Department of Public Health
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Data Access Agreement with the California Department of Public Health, for access to the COVID-19 Dataset in Snowflake, a cloud-based data repository, effective February 22, 2022 through February 21, 2024 ($0).
REPORT
There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will allow the Department access to the California Department of Public Health (CDPH) COVID-19 Dataset in a cloud-based data repository called Snowflake, which combines particular data elements specific to COVID-19 from the California Immunization Registries (CAIR) and the California Reportable Disease Information Exchange (CalREDIE), for the County of Fresno. This item is countywide.
ALTERNATIVE ACTION(S):
There are no viable alternative actions. Should your Board not approve the recommended action, the Department will not have access to the new dataset created by CDPH to track data specifically to COVID-19 in the County of Fresno.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended action.
DISCUSSION:
The Department currently uses Snowflake, a cloud-based data repository, to access COVID-19 vaccine data. CDPH has created a new dataset combining particular data elements specific to COVID-19 from CAIR and CalREDIE called COVID-19 Dataset. CDPH will be placing the COVID-19 Dataset on the Snowflake website and in order to access the additional dataset, a new Data Access Agreement with CDPH will need to be approved and signed. The purpose of the COVID-19 Dataset is to allow the Department to review COVID-19 testing data apart from COVID-19 vaccination data. Previous attempts were unsuccessful in downloading COVID-19 testing data directly from CalREDIE. Access to this additional dataset specific to COVID-19 will help the Department track the progression and regression of COVID-19 in the County of Fresno, along with helping to plan COVID-19 response.
CAIR is a secure, confidential, statewide computerized immunization information system for California residents. The CAIR system consists of nine distinct regional immunization registries with each registry accessed online to help providers and other authorized users track patient immunization records, reduce missed opportunities, and help fully immunize Californians of all ages. Patients’ participation in CAIR is voluntary and is open to healthcare providers, schools, child care facilities, county welfare departments, family child care homes, foster care agencies, WIC service providers, and health care plans.
CalREDIE is a secure statewide reportable disease database supported and maintained by CDPH. Since 2010, CalREDIE is the electronic reporting system used by health care providers and laboratories for mandated reporting of communicable diseases and conditions to the LHJ.
The recommended agreement states CDPH reserves the right to terminate the Agreement, without cause, upon 24-hours written notice. CDPH reserves the right to immediately terminate the County’s access to the COVID-19 Dataset if the County breaches a material term of the Agreement. The County will ensure that if there are Contractors that utilize this Dataset, the County has indemnification and insurance requirements with the Contractors favorable to the County.
