SUBJECT:                     Amendment No. 4 to Agreement with Youth Leadership Institute for Substance Use Disorder Primary Prevention Services

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment No. 4 to Agreement with Youth Leadership Institute for Substance Use Disorder Primary Prevention Services to include increased funding for the Friday Night Live Program, effective upon execution, with no change to the term of July 1, 2021 through June 30, 2026, and increasing the maximum by $16,000 to a total of $7,093,625.

REPORT

There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will add increased funding to the agreement to supplement the Friday Night Live (FNL) Program for youth and young adults ages 10-20. The agreement is funded with Substance Use Block Grant (SUBG), Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) and American Rescue Plan Act (ARPA) funds, with no increase in Net County Cost. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the FNL Program would continue to be provided at its current funding level of $30,000 and would not receive $16,000 of additional SUBG funds to supplement the FNL Program.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The recommended amendment will increase the maximum compensation by $16,000 by supplementing the FNL Program with SUBG funds.  The maximum compensation amount for recommended agreement ($7,093,625) is fully funded through SUBG, CRRSAA, and ARPA funds. Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2025-26 Adopted Budget and will be included in subsequent budget requests for the duration of the term.

 

DISCUSSION:

 

On July 13, 2021, the Board approved Agreement No. 21-270 with Youth Leadership Institute (YLI) to provide substance use disorder primary prevention services for youth and young adults ages 10-20.

 

On April 19, 2022, the Board approved the First Amendment to the Agreement with YLI to add Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) and American Rescue Plan Act (ARPA) revenue to the agreement to supplement the Friday Night Live (FNL) Program for youth and young adults ages 10-20.

 

On June 21, 2022, the Board approved Amendment II to the Agreement with YLI to add SABG and ARPA funds to the current agreement to supplement the FNL Program and SUD primary prevention for youth and young adults ages 10-20.

 

On June 6, 2023, the Board approved Amendment III to the Agreement with YLI to update state-mandated requirements.

 

On September 23, 2025, your Board approved an agreement with Tulare County Superintendent of Schools to receive Friday Night Live funding in the amount of $92,000.

 

Approval of the recommended amendment will allow YLI to increase capacity building, allocate more staff time to current FNL projects, work to expand the FNL program to additional sites and increase youth participation. Supplemental services added will align with the current Fresno County Strategic Prevention Plan.

 

The recommended amendment with YLI remains a five-year contract and terms and conditions remain unchanged.
