SUBJECT: Amendment No. 1 to Master Agreement for Wraparound and Super Wraparound Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment No. 1 to Master Agreement No. 24-592 with Aspiranet, Inc. and Central Star Behavioral Health, Inc. to align with the state-mandated High Fidelity Wraparound model, with no change to the term of November 5, 2024, through June 30, 2029, or compensation maximum of $44,784,643.
REPORT
There is no additional Net County Cost associated with the recommended action, which will allow the County’s Wraparound and Super Wraparound programs to align with the State-mandated California High Fidelity Wraparound (HFW) model, as required under Family First Prevention Services Act (FFPSA) Part IV Aftercare Services. This ensures Fresno County remains in compliance with Federal and State requirements, preserves access to Medi-Cal and other funding sources, and supports youth and families with complex needs in the least restrictive setting possible. There is no change to the total maximum compensation or term of the agreement. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board choose not to approve the recommended action, the County would be out of compliance with State and Federal mandates under FFPSA Part IV, potentially jeopardizing access to FFPSA funding streams and limiting the County’s ability to provide mandated aftercare and wraparound services to foster and probation youth and their families.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The maximum cost of the agreement ($44,784,643) will be offset with Medi-Cal Financial Participation (FFP) revenue ($14,321,542), Behavioral Health 2011 Realignment ($11,457,233), Children’s Crisis Continuum Pilot Program (CCCPP) grant funds ($750,933), FFPSA Part IV aftercare allocation ($202,284), and SB 163 Trust Funds ($18,052,651). Sufficient appropriations and estimated revenues are included in the Department of Social Services Org 5610 FY 2025-26 Adopted Budget and the Department of Behavioral Health Org 5630 FY 2025-2026 Adopted Budget. Sufficient appropriations and estimated revenues will be included in all subsequent budget requests.
DISCUSSION:
On November 5, 2024, your Board approved Agreement No. A-24-592 with Central Star Behavioral Health and Aspiranet, Inc., to provide Wraparound and Super Wraparound services to foster and probation youth, including but not limited to, intensive care coordination (ICC), intensive home-based services (IHBS), case management, crisis intervention, mental health assessments, facilitation of the service planning process, community resource development, and development of parent advocacy and support networks.
In July 2025, the California Department of Social Services (CDSS) and Department of Health Care Services (DHCS) issued All County Letter (ACL) 25-47/Behavioral Health Information Notice (BHIN) 25-027, which requires all counties to align Wraparound and aftercare services with the California HFW model. The HFW model establishes statewide minimum standards for certified providers of aftercare services under the FFPSA Part IV, emphasizing individualized, family-driven, cross-system planning and fidelity to California Wraparound Standards.
Approval of the recommended action will amend the agreement to revise the scope of services to ensure vendor compliance with mandated HFW standards, including updates to Child and Family Team (CFT) processes, Integrated Practice Child and Adolescent Needs and Strengths (IP-CANS) use, use of flexible funds, and continuous quality improvement (CQI) reporting. Additionally, this amendment incorporates language requiring providers to comply with the State’s HFW standards and to maintain certification with the State as authorized Wraparound providers. Failure to obtain or maintain certification may result in suspension or termination of the Agreement. This addition strengthens the County’s ability to ensure that Wraparound services are delivered with fidelity to State standards and in alignment with statutory requirements.
