SUBJECT: Amendment I to Agreement with the City of Kingsburg (CDBG 19391)
RECOMMENDED ACTION(S):
TITLE
Approve and authorize Chairman to execute Amendment I to Agreement No. 19-597 with the City of Kingsburg for the Kingsburg Senior Center Improvements, Community Development Block Grant Project No. 19391, effective upon execution, with no change in the term to January 8, 2021 and increasing the maximum by $89,372 to a total of $279,332.
REPORT
Approval of the recommended action will provide an additional $89,372 in Community Development Block Grant (CDBG) funds to the Kingsburg Senior Center Improvements (Project), increasing the CDBG funds from $189,960 to $279,332. The additional funds are needed due to increased Project costs, to reduce local financial contribution, and are available from the City’s CDBG allocation included in the County’s 2020-21 Action Plan, approved by your Board on April 28, 2020. The City reduced its local financial contribution from $47,540 to $0. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
Your Board may choose to not approve the recommended amendment, which may result in the City not having sufficient funds to complete the Project.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The recommended amendment will increase CDBG funding by $89,372; from $189,960 to $279,332. The additional CDBG funds are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2020-21 Proposed Budget and represent the City’s 2020-21 CDBG allocation. CDBG funds are provided on a reimbursement basis. The recommended action reduces the City’s local financial contribution in excess of the CDBG funds from $47,540 to $0.
DISCUSSION:
On November 19, 2019, the Board approved the Project, estimated at $237,500. The agreement provided CDBG funds ($189,960) to the City, on a reimbursement basis, for the installation of a roof-mounted photovoltaic (solar) system and a battery backup at the Kingsburg Senior Center. The Project will also replace worn flooring throughout the building. The Project is located at 1450 Ellis Street, on the south corner of Ellis and Smith Streets, in the City of Kingsburg. These improvements will reduce operational costs and allow the Senior Center to provide essential services during power outages.
The recommended amendment will increase the total CDBG funds allocated to the Project from $189,960 to $279,332, which is necessary to reduce the City’s local financial contribution from $47,540 to $0. All remaining provisions of the agreement will remain in full force and effect.
OTHER REVIEWING AGENCIES:
Amendment I to the Agreement No. 19-597 was reviewed and approved by the City of Kingsburg on June 17, 2020.
