SUBJECT:                     California State Library Grant Agreement

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Grant Agreement No. LATL25-20A with the California State Library (CSL) for the Lunch at the Library (LATL) Summer 2026 project, effective upon execution of the agreement through January 31, 2027 ($4,000); 

2.                     Authorize the County Librarian, or their designee, to sign expenditure forms and activity reports for this agreement; and

3.                     Adopt Budget Resolution increasing FY 2025-26 appropriations and estimated revenues in the Library Grants Org 7517 in the amount of $4,000 (4/5 vote).

REPORT

There is no Net County Cost (NCC) associated with the recommended actions. CSL has awarded a grant to the Library in the amount of $4,000, effective upon execution of the agreement through January 31, 2027. Approval of the recommended actions will allow the Library to accept the grant funds, which will provide the Library with the opportunity to distribute books during the LATL program. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose to decline the grant award from the CSL, which will result in the Library not purchasing books to distribute at LATL program sites.

 

FISCAL IMPACT:

 

There is no NCC associated with the recommended actions. The $4,000 grant from the CSL will be placed in Library Materials Account. The grant does not require a match or in-kind contribution; however, staff costs to administer the program are included in Org 7511 FY 2025-26 Adopted Budget. The budget resolution in the third recommended action will increase appropriations and estimated revenues in the Library Grants Org 7517 for FY 2025-26 in the amount of $4,000.

 

DISCUSSION:

 

The CSL empowers the people of the nation’s most diverse and populous state by providing credible information services to all Californians, especially those in state government and the Legislature, libraries, academia, and persons with disabilities. CSL also leads and establishes partnerships with California libraries through funding, program development, and support. CSL works with libraries across the state to offer summer meal programs that provide nutritious meals and enriching activities to children and teens up to age 18 to help combat hunger and obesity while also preventing summer learning loss in low-income communities. The LATL program grant is a project of the CSL, supported with funds from the State of California. LATL was developed by the California Library Association and the California Summer Meal Coalition, with support from the David and Lucile Packard Foundation. On November 5, 2025, the Library applied for the grant and was notified of award on January 26, 2026. The grant funds will allow the Library to purchase books that will be handed out at LATL program sites.

 

The Library has been a long-time participant of LATL, being one of the original library systems to participate in the 2013 pilot program ran by the California Library Association and the California Summer Meals Coalition. The Library started as a lunch site but pivoted to an outreach-based model after 2020 providing Pop-Up library services at existing meal sites. This model has allowed the Library to continue to support food access while expanding library outreach and building important community partnerships.

 

The Library currently supports the LATL program by attending USDA approved meal sites that provide lunch meals during summer. These programs are open to children up to 18 years of age. Attending Library staff will offer educational activities, and Summer at Your Library promotional materials, as well as information about other library resources and programs. The grant will allow the Library to provide books for participants to take home to build home libraries for themselves.

 

Approval of the recommended actions will allow the Library to continue supporting the LATL program by providing books to children up to 18 years of age.
