RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute First Amendment to Agreement No. A-22-278 with BI Incorporated to modify the budget to address staffing retention and program oversight, and better reflect actual costs for services and supplies, at the Juvenile Justice Campus, with no change to the term of July 1, 2022, through June 30, 2027, or maximum compensation of $1,800,000.

REPORT

There is no additional Net County Cost associated with the recommended action, which will allow B.I. Incorporated, dba BI Correctional Services, Inc. in California, to provide additional program oversight on group intervention and related case management services to youth at the Juvenile Justice Campus (JJC) by upgrading a group facilitator to a supervising facilitator role. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the County would not be able to modify the existing budget to support appropriate staffing levels, limiting the ability for more effective oversight of program services at the JJC.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action, as there is no change to the Agreement’s maximum compensation of $1,800,000 and costs associated with the Agreement are fully funded by Juvenile Justice Realignment Block Grant funding. Sufficient appropriations and estimated revenues are included in the FY 2025-26 Probation Org 3440 Adopted Budget and future budget requests.

 

DISCUSSION:

 

On June 21, 2022, the Board approved an Agreement with B.I. Incorporated to provide group intervention and related case management services to Probation-involved youth. These services incorporate cognitive behavioral therapy focused on problem-solving, aggression replacement, misconduct and recidivism reduction, gang intervention, and substance abuse treatment. Programming is provided to youth in custody, in the community, and those transitioning out of the JJC.

 

Due to staffing retention challenges at the JJC and a shift in the youth population, particularly an increase in individuals aged 18 to 25 within the Secured Youth Treatment Facility track, the Department is requesting a budget amendment. The recommended amendment would convert one full-time group facilitator position to a supervising group facilitator to strengthen program oversight. The current Agreement includes three full-time facilitators (two at JJC and one in the community) and a 0.10 FTE Program Manager. The proposed modification would upgrade one JJC facilitator to a supervisory role and eliminate the Program Manager position, which will be absorbed under administrative overhead. Additionally, the recommended amendment allows for one-time flexibility to reallocate budget line items to better reflect actual costs that have varied from initial projections. Increases in Liability Insurance, Office Expenses, and Mobile Communication costs will be offset by savings in Clothing & Personal Supplies, Building & Grounds Maintenance, Printing, Operating Lease Equipment, and Transportation, Travel, and Education. These adjustments result in a net budget modification of 4.7%.
