SUBJECT: Contribution of Funds for Community Outreach Event and Department Celebration and Recognition
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Library to contribute funds for participation in the Fresno Rainbow Pride Festival for fiscal year 2025-26, in compliance with Administrative Policy No. 80; and
2. Approve and authorize the Library to recognize and celebrate LGBTQ Pride Month annually, for five years or until approval is rescinded by the Board, in compliance with Administrative Policy No. 81.
REPORT
There is no increase in Net County Cost associated with the recommended actions. Approval of the first recommended item will allow the Library to contribute $125 for a 10’ x 10’ booth space to participate in the Fresno Rainbow Pride Festival on June 6, 2026, in compliance with Administrative Policy No. 80 (AP 80). The second recommended action requests Board approval to recognize and celebrate LGBTQ Pride Month annually, for five years or until approval is rescinded by the Board, in compliance with Administrative Policy No. 81 (AP 81). This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve of the recommended actions, the Library will not contribute funds for participation in the Fresno Rainbow Pride Festival and will not recognize and celebrate LGBTQ Pride Month.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions. An expenditure in the amount of $125 will cover the 10’ x 10’ booth space fee. Sufficient appropriations and estimated revenues are included in the Library Org 7511 FY 2025-26 Adopted Budget and are funded through Measure B library sales tax revenue.
DISCUSSION:
On July 8, 2025, your Board approved AP 80 - Department Contributions of Funds for Non-County Events or Causes, to ensure that the County follows a consistent process when departments seek to make contributions of funds for non-County events, causes, or anything similar. This item will allow the Library to contribute funds for participation in the Fresno Rainbow Pride Festival.
The Fresno Rainbow Pride Festival provides an opportunity to promote essential services and network with other service providers to create a more comprehensive network of care. The Library's participation in this event will contribute to excellence in public service and a greater quality of life for all by promoting Library services and resources. The festival brings together diverse community partners such as Community Health System, Fresno State University, Fresno City College, ABC30, and Kaiser Permanente, and is attended by 13,000 Fresno residents yearly.
The Library will set up an outreach table to provide informational materials about library services and programs and distribute promotional items like stickers, pencils, and crayons. If approved by your Board, the Library will attend the festival on June 6, 2026, and has participated in this event in the past.
The Fresno Rainbow Pride Festival will allow the Library to connect with Fresno County families who may not be aware of all the resources available through the Library. This outreach will serve the public purpose of increasing awareness of the Library’s offerings to the public and increasing literacy in Fresno County. The $125 expenditure will cover the 10’ x 10’ booth space fee. The original payment due date was May 1, 2026; however, that deadline has since been extended indefinitely.
On September 9, 2025, your Board approved AP 81 - Department Celebrations and Recognitions, which allows County departments to officially and publicly celebrate or recognize holidays, themes, events, days, weeks or months that are approved by a majority of the Board of Supervisors by resolution, proclamation, or through the agenda item process prior to their occurrence. This item will allow the Library to recognize and celebrate LGTBQ Pride Month annually for five years, or until approval is rescinded by the Board.
LGBTQ Pride Month may be recognized through Library displays, booklists, website announcements, social media posts, activities, and informational materials that can be themed around the observance to raise awareness of Library services and encourage community engagement.
The proposed celebration aligns with the Library’s core services, which include providing relevant and meaningful programs and services that reflect community needs. These programs are a part of the regular and traditional offerings that foster social connections and support cultural and civic engagement and lifelong learning.
Approval of the recommended actions will allow the Library to participate in the Fresno Rainbow Pride Festival event and recognize and celebrate LGBTQ Pride Month.
