RECOMMENDED ACTION(S):

TITLE

Approve Amendment to the Salary Resolution allocating one (1) Program Technician I/II position to the Sheriff-Coroner Org 3111, effective March 12, 2018 as reflected in Appendix C.

REPORT

There is no increase in Net County Cost associated with the recommended action. This recommended action would make some staff adjustments to the Sheriff-Coroner’s Office to address operational needs in the Court Services Unit (CSU), with no change in the total number of staff. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Sheriff-Coroner CSU will not be able to address an expansion in job duties and responsibilities that are more compatible with the Program Technician classification.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The cost associated with the allocation of a Program Technician position will result in an increase of $5,937 in salaries and benefits for the remainder of the fiscal year. The additional $5,937 will be funded within the Trial Court Security Allocation. Sufficient appropriations are included in the FY 2017-18 Sheriff-Coroner’s Org 3111 budget and will be included in future requested budgets.

 

DISCUSSION:

 

In FY 2011-12, the State Legislature enacted Assembly Bill (AB) 118 and Senate Bill (SB) 89 that realigned funding, including Court security, from the State to Counties. The same legislation requires each County Treasurer to establish a Trial Court Security Account for this purpose. Costs associated with providing security services to Fresno County Superior Court are offset by funding from this account.

 

On February 28, 2017, your Board approved a Memorandum of Understanding (MOU) with the Superior Court of California (Court) for court security services effective July 1, 2017 through June 30, 2022 with a total of 136 positions. On June 20, 2017, your Board approved 4 additional positions to bring the total to 140 positions. The current approved staffing level of positions are as listed below for the Sheriff-Coroner CSU.

 

    1 - Sheriff Lieutenant

    6 - Sheriff Sergeants

108 - Deputy Sheriffs

  20 - Community Services Officers

    3 - Communication Dispatchers

    1 - Account Clerk

    1 - Office Assistant

140   Total Positions

 

The current Office Assistant position’s job duties and responsibilities have developed beyond the Office Assistant classification and are more suitable to the Program Technician classification series. Therefore, it is recommended that one Program Technician position be allocated to the CSU.  If approved by your Board, the Program Technician may be assigned to handle communications between CSU, Court Administration, Law Offices and the public; to maintain workforce scheduling for different job classifications within CSU in accordance with County policies, rules, regulations and procedures; to keep statistical data associated with the screening members of the public entering the court facilities; to prepare and maintain  statistical data, reports, correspondence, special studies, and conduct research; to train other staff in program policies, rules, regulations and procedures; to act in a lead capacity over programs, staff or special projects, such as security projects, research of security equipment specifications and vendors; and to develop recommendations for security equipment based on CSU needs.

 

The recommended action will allow the department to address administrative support needs with the allocation of a Program Technician I/II position. The approval of the recommended action will not affect the overall total number of staff allocated to the CSU.
