SUBJECT: Salary Resolution Amendment
RECOMMENDED ACTION(S):
TITLE
1. Approve Amendment to the Salary Resolution deleting 3 vacant positions, reinstating an Assistant Chief Probation Officer position, and increasing allocations in Probation Org 3430, effective December 23, 2024; as reflected in Appendix I;
2. Approve Amendment to the Salary Resolution deleting 20 vacant positions from Probation Org 3440, effective December 23, 2024, as reflected in Appendix I;
3. Approve Amendment to the Salary Resolution transferring an existing filled Deputy Chief Probation Officer position from Probation Org 3440 to Probation Org 3430, effective December 23, 2024; as reflected in Appendix I; and
4. Approve Amendment to the Salary Resolution transferring existing vacant positions from Probation Org 3430 to Probation Org 3440, effective December 23, 2024; as reflected in Appendix I.
REPORT
There is no increase in Net County Cost associated with the approval of the recommended actions. Approval of the first recommended action will delete one vacant Program Technician I/II position, one vacant Office Assistant I/II position, and one vacant Juvenile Correctional Officer I/II position from Probation Org 3430 due to a loss of funding. Additionally, it will reinstate the Assistant Chief Probation Officer classification, add an allocation within Group 2, and introduce an additional Program Manager allocation in Group 8 to be utilized for departmental operational needs. Approval of the second recommended action will delete five vacant Senior Juvenile Correctional Officer positions and fifteen vacant Juvenile Correctional Officer I/II positions from Probation Org 3440, addressing a historically high vacancy rate and reducing the high budgeted salary savings in Org 3440. Approval of the third recommended action will transfer an existing filled Deputy Chief Probation Officer position from Org 3440 to Org 3430 to more accurately budget the position based on current duties. Approval of the fourth recommended action will transfer one existing vacant Staff Analyst I/II/III position and one existing vacant Program Technician I/II position from Org 3430 to Org 3440 to properly budget the positions based on potential duties. It should be noted that the approval of the first and second recommended actions will result in the deletion of 23 vacant positions with an approximate annual cost of $2,264,362. This item is countywide.
ALTERNATIVE ACTION(S):
Your Board could choose not to approve the Salary Resolution Amendment and the Probation Department’s positions would remain unchanged.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the approval of the recommended actions. The annual cost of the proposed 23 vacant position deletions is approximately $2,264,362 with $236,897 from Org 3430 and $2,027,465 from Org 3440. As the department proceeds with its reorganization, it will ensure that adequate funding is available for any proposed allocations.
DISCUSSION:
The Probation Department is proposing to restructure department staffing with the goal of enhancing organizational effectiveness and efficiency to foster a more dynamic, responsive, and robust department capable of meeting the evolving needs of our community.
The addition of an Assistant Chief Probation Officer (ACPO) allocation is crucial for effective management and operational oversight. This role will enable more efficient distribution of leadership responsibilities, ensuring that critical areas such as program development, compliance, and staff supervision receive the focused attention they require. The ACPO will enhance strategic planning and decision-making processes, support the Chief Probation Officer in managing high-priority initiatives, and improve overall departmental performance. A Program Manager is essential for ensuring the smooth execution and oversight of multiple projects within the department. This role is responsible for strategic planning, coordinating resources, and managing timelines to ensure projects are completed on time and within budget. By having dedicated Program Managers for Adult and Juvenile Probation Services, the department will be able to improve project efficiency, enhance communication across teams, and ensure that departmental objectives are met effectively.
The proposed deletion of several vacant positions within the Probation Department, specifically one Program Technician I/II, one Office Assistant I/II, and one Juvenile Correctional Officer I/II position from Probation Org 3430, is necessary due to a loss of funding. Additionally, the deletion of five vacant Senior Juvenile Correctional Officer positions and fifteen vacant Juvenile Correctional Officer I/II positions from Probation Org 3440 aims to address historically high vacancy rates and reduce the high budgeted salary savings in Org 3440. The transfer of a filled Deputy Chief Probation Officer position from Org 3440 to Org 3430 will ensure that the position is accurately budgeted based on current duties. This restructuring is designed to enhance budget accuracy and efficiency within the department.
This proposed reorganization aims to streamline departmental operations and better serve our community by ensuring a high standard of probation services.
