RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with California State University, Fresno Foundation to provide registered dietician consultation services to the Department of Public Health, Nutrition Education and Obesity Prevention grant program, effective upon execution through September 30, 2023, which includes a nine-month base contract and two optional one-year extensions, total not to exceed $40,500. 

REPORT

There is no additional Net County Cost associated with the recommended action. Approval of the recommended agreement will allow the Department of Public Health’s Nutrition Education and Obesity Prevention (NEOP) grant program to meet the California Department of Public Health (CDPH) CalFresh Healthy Living Program scope of work requirements.  These requirements include access to the nutritional expertise of a registered dietician to utilize Supplemental Nutrition Assistance Program-Education (SNAP-Ed) approved messaging and curriculum when providing nutrition education and obesity prevention activities to low-income County residents.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action.  Should your Board not approve the recommended action, the Department would be unable to fulfill required CDPH NEOP SNAP-Ed scope of work activities outlined in the CalFresh Healthy Living Program. 

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The NEOP grant, provided by CDPH, will fully fund the recommended agreement. The registered dietician will provide consultation services on an hourly, as-needed basis with no minimum guarantee. Maximum compensation is $40,500 and funding is as follows:

 

Period I:       $13,500                                          January 12, 2021-September 30, 2021

Extension I:  $13,500                                          October 1, 2021-September 30, 2022

Extension II: $13,500                                          October 1, 2022-September 30, 2023

 

Sufficient appropriations and estimated revenues are included in the Department’s Org 5620 FY 2020-21 Adopted Budget and will be included in subsequent requested budgets.

                     

DISCUSSION:

 

The Department has received NEOP grant funds since 2013 to provide SNAP-Ed allowable nutrition education and obesity prevention activities and interventions for low-income County residents. The focus of the CDPH SNAP-Ed CalFresh Healthy Living Program is to promote and establish healthy eating habits and a physically active lifestyle for primary prevention of chronic diseases. SNAP-Ed in California targets low-income families with a comprehensive public health approach aimed at establishing healthy eating habits for primary prevention of chronic diseases, such as heart disease, high blood pressure, and diabetes. 

 

On May 4, 2020, Internal Services Department - Purchasing Division (ISD-Purchasing) issued Request for Quotation (RFQ) No. 20-055: Registered Dietitian Consultation Services to solicit prospective bidders to provide registered dietician consultation services on an hourly, as-needed basis for the Department’s NEOP program. Notices were sent to 11 registered dietician service vendors in addition to publishing it on the Public Purchase website. The RFQ closed on May 26, 2020 with no bids submitted.

 

ISD-Purchasing instructed the Department to seek any known vendors who were qualified and willing to provide the registered dietician consultant services. Based on the Department’s experience working with the California State University (CSU) Fresno Foundation, staff-initiated contact and found them to be qualified and interested in providing the registered dietician consultation services.

 

The proposed CSU Fresno Foundation agreement will allow the Department to continue to support nutrition education and obesity prevention activities and interventions for low-income County residents within the CalFresh Program’s scope of work, which is as follows:

 

                     Provide nutritional expertise consultation services monthly to NEOP staff and subcontractors;

                     Coordinate Registered Dietician student internship placements with the NEOP program to help with community policy, system, and environmental projects;

                     Provide nutrition education trainings to NEOP staff and NEOP subcontractor staff; and

                     Host community meetings on nutrition education with NEOP program staff.

 

Funding availability reduced the term of the recommended agreement from the standard three-year base contract with two possible one-year extensions to a nine-month base contract with two possible one-year extensions. An additional termination clause that allows the County to submit a written request to terminate due to availability of funding was also added.
