SUBJECT:                     Award Contract 25-15-M Slurry Seals

RECOMMENDED ACTION(S):

TITLE

Adopt specifications for Contract 25-15-M Slurry Seals and award the base bid and additive bid 1A to the lowest bidder Dryco Construction, Inc., 9390 Elder Creek Rd, Sacramento, CA 95829, in the total amount of $1,141,222.70.

REPORT

Approval of the recommended action will authorize the award of a budgeted preventative maintenance project. This item pertains to locations in Districts 2, 3, 4, and 5.

ALTERNATIVE ACTION(S):

Your Board may award only the base bid, award the base bid and some, or all, of the additive bids in County Service Areas (CSAs), or reject all bids. If the recommended action is not approved, the project will be delayed or will not be constructed.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The base bid includes work along county-maintained roadways. The additive bid being awarded includes work on CSAs roads, which are not part of the County’s system of maintained roadways, and will be paid for by the CSA responsible for such roads. The maximum permitted for the Director’s allowance for change orders pursuant to Public Contract Code 20142 is $69,561, which is approximately 6.1% of the total compensation payable under Contract 25-15-M. The anticipated construction cost for the project, based on the low bid and Director’s allowance for change orders, is $1,210,784. The base bid portion of this project will be funded with the County’s SB-1 Road Maintenance and Rehabilitation Account. Sufficient appropriations and estimated revenues are included in the FY 2025-26 Adopted Budget for Public Works and Planning, Roads Org 4510, as well as the CSAs budget.

DISCUSSION:

The work to be done consists, in general, of placing a slurry seal of asphaltic emulsion and sand mixture on 18.94 miles of roadway on various existing roads in Fresno County. Two additive locations for CSAs are proposed for up to 3.15 miles. The slurry seal will extend the useful life of the roadway at the identified locations.

The project was advertised on January 30, 2026, and a bid opening was held on February 19, 2026. Eight bids were received. The low bid of $1,178,178, from Dryco Construction, Inc., was $29,477 or 2.44% lower than the engineer’s estimate of $1,207,655. The basis of award for the contract is the total of the base bid and all additive bids, however only the base bid of $1,024,164.62 and additive bid 1A in the amount of $117,058.08, are recommended for award, totaling $1,141,222.70.
