SUBJECT: Retroactive License Agreement with Central California Faculty Medical Group, Inc.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a retroactive License Agreement with Central California Faculty Medical Group, Inc., to provide psychiatric services at various County-owned facilities, effective July 1, 2023 through June 30, 2025 ($0).
REPORT
Approval of the recommended action will allow Central California Faculty Medical Group, Inc. (CCFMG) to continue using County-owned facilities to provide necessary psychiatry services to persons living in Fresno County. The recommended action will correct an error that occurred after agreement No. 23-299 was approved by the Board of Supervisors on June 20, 2023, which amended the prior agreement No. 18-235 with University Faculty Associates, Inc., by extending services through June 30, 2025 (hereinafter “agreement No. 23-299”). Specifically, the error was that agreement No. 23-307 with RH Community Builders LP (presented to your Board on the same Board date as Agenda Item #46) was incorrectly uploaded in place of agreement No. 23-299. The recommended action has no associated Net County Cost. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, existing individuals served by CCFMG psychiatry personnel will experience lapses in services and possible delays in needed services and medication.
RETROACTIVE AGREEMENT:
The recommended agreement is retroactive to July 1, 2023 due to a clerical error when uploading the agreement No. 23-299, which resulted in the wrong agreement being associated with the agreement 23-299.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action as the health and welfare benefits to the public through the provision of psychiatric services is adequate consideration for the use of the licensed facilities.
DISCUSSION:
The Department of Behavioral Health has experienced difficulty in recruiting and retaining adequate psychiatrists due to a shortage of psychiatrists in the San Joaquin Valley. On May 1, 2018, your Board approved agreement No. 18-234 with Central California Faculty Medical Group, Inc. (CCFMG) to recruit and retain psychiatrists to serve individuals in Fresno County. Additionally, your Board approved agreement No. 18-235 for a license agreement with University Faculty Associates, Inc. (UFA) for the psychiatrist hired through the CCFMG agreement to utilize County facilities to provide services. Both agreements were set to expire on June 30, 2023.
On June 20, 2023, your Board approved amendments to both agreements with CCFMG and UFA for two-year extensions, which would expire June 30, 2025. The CCFMG amendment was issued agreement No. 23-298 and the amendment for UFA was issued agreement No. 23-299. However, a different agreement was inadvertently uploaded in the place of the UFA amendment after your Board approved the item. The CCFMG agreement is still active and psychiatry staff continue to use County facilities to provide services. Approval of the recommended action will clean up the clerical error and will ensure that psychiatry staff are able to continue providing in-person services to individuals living in Fresno County, without a lapse in services.
While agreement Nos. 18-235 and 23-298 were contracted with UFA, the proposed retroactive agreement would be contracted with CCFMG. UFA is the non-profit arm and CCFMG is the for-profit arm of the contracting corporation.
