SUBJECT:                     Amendments to Agreements for Substance Abuse Disorder Primary Prevention and Evaluation Services

 

RECOMMENDED ACTION(S):

TITLE

1.                     Approve and authorize the Chairman to execute Amendment II with Youth Leadership Institute for youth substance use disorder prevention services to include additional Substance Abuse Prevention and Treatment and American Rescue Plan Act funding, effective July 1, 2022, with no change in term of July 1, 2021 through June 30, 2026 and increasing the maximum by $830,865 to a total of $7,077,625; and,

 

2.                     Approve and authorize the Chairman to execute Amendment I with LPC Consulting Associates, Inc., for substance use disorder prevention program evaluation and strategic prevention plan services to include additional American Rescue Plan Act funding, effective July 1, 2022, with no change in term of January 4, 2022 through December 31, 2026 and increasing the maximum by $100,000 to a total of $640,000.

REPORT

Approval of the recommended actions will add Substance Abuse Prevention and Treatment (SAPT) and American Rescue Plan Act (ARPA) funds to the current agreement to supplement the Friday Night Live (FNL) Program and Substance Use Disorder primary prevention services for youth and young adults, ages 10-20.  Approval of the recommended actions will add ARPA funds for program evaluation of the supplemental FNL and substance use disorder prevention services added to the YLI agreement. The recommended amendments will be funded with SAPT Federal Block Grant, Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA), ARPA, Senate Bill (SB) 920 - Alcohol Abuse Prevention, and Realignment funds, with no increase in Net County Cost.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended actions, the Department of Behavioral Health will not receive additional SAPT and ARPA funding to supplement the FNL Program, substance use disorder primary prevention services, and program evaluation services.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. The   maximum compensation of the YLI agreement will increase by $830,965 to $7,077,625 and will be offset with SAPT and ARPA funds. The maximum compensation of the LPC Consulting Associates, Inc. (LPC) agreement will increase by $100,000 to $640,000 and will be offset with ARPA funds. Sufficient appropriations and estimated revenues are available in the Department’s Org 5630 FY 2021-22 Adopted Budget and in future budget requests for the balance of the contract terms.

 

DISCUSSION:

 

On July 13, 2021, your Board approved Agreement No. 21-270 with YLI to provide substance abuse disorder primary prevention services for youth and young adults ages 10-20.

 

On July 19, 2021, the Department was informed by the Department of Health Care Services (DHCS) of available CRRSAA and ARPA supplemental funding. The Department submitted an application on August 9, 2021, requesting funding for the Primary Prevention and FNL Programs. Approval was received from DHCS on November 10, 2021, for a total approval amount of $1,073,687. Of this allocation, $923,687 is for primary prevention (ARPA funds) and $150,000 for the FNL Program ($50,000 CRRSAA and $100,000 ARPA). CRRSAA funds must be expended in FY 2021-22.  Unspent CRRSAA and ARPA funds will revert to DHCS.

 

On April 19, 2022, your Board approved the First Amendment to the Agreement with YLI to supplement the FNL Program for youth and young adults ages 10-20.

 

On May 3, 2022, DHCS released Behavioral Health Information Notice No. 22-027 informing counties of an increase to funding for the FNL program for FY 2022-23 and FY 2023-24.  Fresno’s allocation was increased from $30,000 to 45,000 for both fiscal years.

 

Approval of the recommended amendment with YLI will add APRA funds to supplement current substance abuse disorder primary prevention services.  The additional ARPA funding would expand services to additional schools and establish school-based prevention efforts focused on developing youth leadership and creation of campus clubs, peer counseling or youth leadership programs which can deliver evidence-based prevention and education in a youth-centric manner.  The recommended amendment will also increase funding for the FNL program which will allow YLI to increase capacity building, allocate more staff time to current FNL projects, work to expand the FNL program to additional sites and increase youth participation.  Supplemental services added will align with the current Fresno County Strategic Prevention Plan (SPP).

 

Approval of the recommended amendment with LPC will add APRA funds and allow LPC to evaluate the supplemental FNL and substance abuse disorder prevention services added to the YLI agreement.  The evaluation will help inform if the model and strategies utilized were effective and met its goals and objectives. The evaluation process will also help inform portions that were not effective, what can be adapted to improve future outcomes, or if the program needs to sunset due to not meeting intended goals and objectives.

 

The recommended amendments with YLI and LPC remain as potential five-year contracts and terms and conditions remaining unchanged.
