SUBJECT: Amendment to Master Schedule of Fees - Sheriff, Second Hearing
RECOMMENDED ACTION(S):
TITLE
Conduct second hearing to amend Fresno County Master Schedule of Fees, Charges, and Recovered Costs Ordinance by amending Subsection 2609 - Contract Service Fees of Section 2600 - Sheriff-Coroner-Public Administrator to ensure full cost recovery for services provided by the Sheriff’s Office; waive reading of the Ordinance in its entirety; and adopt proposed Ordinance.
REPORT
Approval of the recommended action would revise the existing Master Schedule of Fees (MSF), Charges, and Recovered Costs based on the Department’s costs for FY 2025-26. The recommended amendments to Subsection 2609-Contract Service Fees will update current rates and will allow the Sheriff’s Office to recover the salary and benefits costs, operating costs, and an indirect cost rate for a full time Deputy Sheriff III, Community Service Officer, Correctional Officer II, Dispatcher, and Reserve Officer. The recommended actions also include a Prisoner Processing Service Fee that is utilized with other law enforcement agencies. This item is countywide.
ALTERNATIVE ACTION(S):
Your Board may direct staff to use current fees or propose alternative fees, which may not recover 100% of the costs discussed herein.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The increase associated with proposed fees for the Deputy Sheriff III, Community Service Officer, Correctional Officer II, Dispatcher, Reserve Officer, and the Prisoner Processing Service Fee ranges from 0.5 to 5% and will ensure full cost recovery for salary and benefits costs, mileage costs, radio usage, vehicle replacement recovery, and an indirect cost rate proposal (ICRP) of 10.48%, 0.56% increase for FY2025-26.
DISCUSSION:
Your Board Manages the MSF, charged for law enforcement services to other county agencies or external entities. A summary of the most recent Board actions regarding these fees have been provided below.
On November 18, 2025, your Board conducted the first hearing for the recommended updates to the MSF for Subsection 2609 - Contract Service Fees. All rates were approved as recommended and are identified in Attachment A. The updated fees fully recover the salary and benefits costs that will be incurred for Deputy Sheriff III, Community Service Officer, Correctional Officer II, Dispatcher, and Reserve Officer positions, and the Prisoner Processing Service Fee used in developing contracts with cities, grants, and other organizations that request additional law enforcement services in FY 2025-26.
The recommended actions, which reflect full cost recovery, adjust the regular hourly rate for FY 2025-26 due to increased salary and benefits costs and supervisory costs and due to the decrease/increase in the retirement tiers for the positions listed as follows: 0.5% for a Deputy Sheriff III, 2% for a Community Service Officer, and 2% for Correctional Officer II.
The Dispatcher per capita rate reflects a 1% increase in FY 2025-26, primarily due to the increase in population served and the increase in the salary and benefits costs and supervisory costs. The Reserve Officer hourly rate is recommended at a 5% increase, as the base hourly rate for FY 2025-26 has been increased from $26.25 per hour to $27.31 per hour, and due to the increase in the ICRP from 9.92% to 10.48%. The Prisoner Processing regular hourly rate is recommended at a 2% increase due to increased salary and benefits costs.
The overtime rates for the Deputy Sheriff III, Community Service Officer, and Correctional Officer II positions are recommended at 3%, 3%, and 4% increases, respectively, for FY 2025-26, due to the adjustments in salary described above.
The proposed fees ensure proper cost recovery and have been reviewed by the Auditor-Controller/Treasurer-Tax Collector.
As specified in existing contracts and following Board approval of the recommended action, the Sheriff’s Office will return with any agreements with cities or other entities that require modification.
The summary of the ordinance was published in the Business Journal on November 21, 2025, in accordance with Gov. Code § 25124.
