SUBJECT:                     Resolution to accept a monetary donation from CalViva Health

 

RECOMMENDED ACTION(S):

TITLE

Adopt Resolution accepting and expressing gratitude for a monetary donation of $500,000 from CalViva Health to the County of Fresno, Department of Public Health to support COVID19 activities aimed at outreach and promoting access to testing in underserved communities.

 

REPORT

There is no Net County Cost associated with the recommended action.  The recommended action is required to satisfy the reporting and approval requirements under Board of Supervisors Administrative Policy Number 30, and Management Directive Chapter 762.12 for donations greater than $7,500 in value.  Approval of the recommended action will allow the Department of Public Health (DPH) to accept the donation from CalViva Health in the amount of $500,000 to support COVID19 activities to enhance and promote access to COVID19 surveillance testing for Medi-Cal recipients.  If your Board accepts this monetary donation, the Department will collaborate with health service providers to support access to COVID19 testing needs.  A future item will be brought to your Board detailing the collaboration and requesting appropriate spending authority.   This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Your Board may choose not to accept the donation, in which case the funds will not be available to pursue testing for rural areas in Fresno County.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action.  The donation from CalViva Health in the amount of $500,000 is intended to increase outreach and testing in underserved areas in Fresno County and will be managed by the Department of Public Health Org. 5620.

 

DISCUSSION:

 

CalViva Health is the sponsored Local Health Initiative Plan for Fresno, Kings and Madera Counties.  In 2009 the Board approved items to establish a Joint Exercise of Powers Agreement (JPA) with Kings and Madera counties to create the Fresno, Kings, Madera Regional Health Authority, who govern the CalViva Health Managed Care plan as the second managed care plan coordinating and providing services to Fresno, Kings and Madera residents. As such the counties continuously work with CalViva Health to support increased access to care, address emergent health needs.  CalViva Health would like to support the efforts of the Department during this COVID19 Public Health Emergency and is donating $500,000 to help address health education, outreach, and access to testing to underserved communities of the County.

 

DONOR DISCLOSURES:

 

To satisfy reporting requirements under Administrative Policy Number 30 and Management Directive 762.12 for donations greater than $7,500 in value, the following is provided:

 

                     Fresno County has a Memoranda of Understanding (MOU) with CalViva Health, a local managed care plan, pursuant to Title 9, for the coordination of specialty mental health, substance use treatment and/or public health services to Medi-Cal beneficiaries enrolled with CalViva.

 

                     Fresno County has an Agreement with CalViva Health for coordination of, and compensation for services provided by the Department of Public Health to CalViva Health Medi-cal Managed Care members.

 

 

                     CalViva Health is one of the County’s two-tier Managed Care plans, under the Medi-Cal Managed Care Program and is sponsored by the Fresno, Kings, Madera Regional Health Authority.

 

                     CalViva Health has an existing lease agreement with Fresno County for the use of 100 square feet in the downtown Brix/Mercer building (1221 Fulton Street, Fresno CA 93721).  The space is used as their Community Office to provide general member services.

 

                     DPH has no knowledge that the donor will bid on any County contract within the next twelve months.

 

                     CalViva Health has provided a monetary donation of $500,000 for the purpose of supporting health care outreach to Medi-Cal recipients of the County of Fresno.  The funds will be used by the Public Health Department to do outreach and testing of the COVID19 virus in underserved communities.
