REPORT
Approval of the recommended action will provide an additional $47,614 in Community Development Block Grant (CDBG) funds to the Fowler Panzak Park ADA Restroom (Project), increasing the CDBG funds from $116,444 to $164,058. The additional funds are requested to reduce the local financial contribution and are available from the City’s CDBG allocation included in the County’s 2020-21 Action Plan, approved by your Board on April 28, 2020. Approval of the recommended action will reduce the City’s local financial contribution from $187,796 to $140,182. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
Your Board may choose to not approve the recommended amendment, which may result in the City not having sufficient funds to complete the Project.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The proposed amendment will increase CDBG funding by $47,614, from $116,444 to $164,058. The additional CDBG funds are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2020-21 Proposed Budget, and represent the City’s 2020-21 CDBG allocation. CDBG funds are provided on a reimbursement basis. The recommended action reduces the City’s local financial contribution in excess of the CDBG funds, which may be necessary to complete the Project, from $187,796 to $140,182.
DISCUSSION:
On January 21, 2020, the Board approved the Project, estimated at $304,240. The agreement provided CDBG funds ($116,444) to the City, on a reimbursement basis, for the replacement of the existing park restroom with a prefabricated restroom and appurtenant facilities meeting ADA standards. The agreement provided that existing water, sewer, and electrical utility infrastructure, landscaping, irrigation, pavement, and other park amenities may be modified or replaced to accommodate construction. The Project is located at Panzak Park, on the north side of Merced Street between 2nd and 3rd Streets in the City of Fowler. The improvements will provide improved and ADA-compliant restroom facilities that will be usable by all residents.
The recommended amendment will increase the total CDBG funds allocated to the Project from $116,444 to $164,058, which is necessary to reduce the City’s local financial contribution from $187,796 to $140,182. All remaining provisions of the agreement will remain in full force and effect.
