SUBJECT: Retroactive Revenue Agreements with the Cities of Fowler, Kingsburg, and Sanger for Dispatching Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute retroactive revenue Agreements with the Cities of Fowler, Kingsburg, and Sanger to provide Communication Dispatching Services effective July 1, 2019, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $4,276,659.
REPORT
Approval of the recommended action will allow the Sheriff’s Office to continue providing communication dispatching services for the cities of Fowler, Kingsburg, and Sanger. This item pertains to locations in District 4.
ALTERNATIVE ACTION(S):
There is no viable alternative action. Approval of the recommended action is necessary for the Sheriff’s Office to continue to provide dispatching services to the identified cities, and charge for those services at the approved Master Schedule of Fees (MSF) rate.
RETROACTIVE AGREEMENT:
The recommended agreements are retroactive due to MSF rates being approved and adopted by your Board on October 22, 2019, and the length of time required for negotiation and approval of the agreements by the cities. The cities approved the recommended agreements as follows: Fowler on April 16, 2020; Kingsburg on April 17, 2020; and Sanger on April 24, 2020.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended agreements. The recommended agreements will provide up to $700,506 in revenue from the three cities within Fresno County for communication dispatching services at $14.79 per capita from July 1, 2019 through November 30, 2019 (based on the FY 2018-19 rates approved by the Board on October 9, 2018), and the rate of $15.49 per capita from December 1, 2019 through June 30, 2020, (based on the new MSF rates approved and adopted by the Board on October 22, 2019 effective November 21, 2019).
Sufficient appropriations and estimated revenues for the recommended agreements are included in the Sheriff’s Adopted Budget for FY 2019-20.

The recommended revenue agreements will be effective for five consecutive years, which may increase an estimated 10% each fiscal year beginning FY 2020-21 as follows:

DISCUSSION:
The County of Fresno, through its Sheriff’s Office, has been contracting with the City of Fowler since 1988, the City of Kingsburg since March 2016, and the City of Sanger since 2010 to provide communication dispatching services. The recommended action establishes the cost recovery rates of $14.79 per capita from July 1, 2019 through November 30, 2019, and $15.49 per capita from December 1, 2019 through June 30, 2020, for the agreements with the cities for dispatching services.
The dispatching agreements with the City of Kerman and City of Orange Cove are still being negotiated; therefore, those agreements will be brought to your Board at a later date.
