SUBJECT:                     Retroactive First Amendment to Agreement with Siemens Industry, Inc.

 

RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Retroactive First Amendment to Agreement No. 24-203 with Siemens Industry, Inc., to remove services from the South Annex Jail and add services to the West Annex Jail effective January 1, 2026, with no change to the term of January 1, 2024 through December 31, 2028, and increasing the maximum by $118,201 to a total of $3,107,101.

REPORT

There is no additional Net County Cost associated with the recommended action. The Sheriff’s security system is a highly technical and complex integrated electronic system of cameras, video monitors, intercoms, phones, electronic door controls, elevator controls, and metal detectors. The recommended amendment will add security services for the new West Annex Jail that opened on December 14, 2024 and remove security services from the South Annex Jail that closed on December 14, 2024.  The recommended amendment increases the agreement’s maximum by $118,201This item is countywide.

 

ALTERNATIVE ACTION(S):

 

There is no viable alternative action. If the recommended action is not approved the Sheriff’s Office will not be able to cancel services at the South Annex Jail or implement vital security systems at the West Annex Jail that are essential maintaining the safety and security of officers, staff, incarcerated persons and civilians.

 

RETROACTIVE AGREEMENT:

 

The recommended action is retroactive to January 1, 2026, due to the length of time required to obtain the recommended proposal to add services to the West Annex Jail with the recommended amendment. The signed amendment was received from the vendor on January 22, 2026.

 

FISCAL IMPACT:

 

There is no additional Net County Cost associated with the recommended action. The maximum yearly amount to be paid under the recommended agreement shall not exceed $487,180. There is one pending invoice for the amount of $40,598 to be process for the period of January 1, 2026 to January 31, 2026. While this amendment increases the total agreement amount by $118,201, costs will be offset by funds from other budgeted areas. Sufficient appropriations and estimated revenues are included in the Sheriff-Coroner-Public Administrator’s FY 2025-26 Org 3111 Adopted Budget and costs for additional years will be included in subsequent budget requests. The recommended amendment shall not exceed $3,107,101 for the term of the agreement.

 

DISCUSSION:

 

On May 7, 2024, the Board approved Retroactive Agreement with Siemens Industry, Inc. to provide fire and safety, security, master antenna television and pneumatic systems maintenance and repair services for the Sheriff’s Office Administration Building and Adult Detention Facilities, through a Sourcewell Agreement No. 030421-SIE, in accordance with the Purchasing Manual, which allows the County to utilize contracts that have been competitively bid by other government agencies and cooperative purchasing groups, effective January 1, 2024 through December 31, 2028 which includes a three year base contract and two optional one-year extensions, total not to exceed $2,988,900.

 

The Sheriff’s Office requests to amend the Agreement to transition services from the South Annex Jail to the West Annex Jail. This adjustment reflects the permanent closure of the South Annex Jail on December 14, 2024, and the subsequent activation of the new West Annex Jail.. The requested amendment is retroactive to January 1, 2026, with no changes to the original term of the agreement and will increase the total cost of the agreement for the remaining term of the agreement, by $118,201, from $2,988,900 to $3,107,101. 

 

The Sheriff’s Office security system is a highly technical and complex integrated electronic system of cameras, video monitors, intercoms, phones, electronic door controls, elevator controls, and metal detectors.  It also includes life safety equipment such as heat sensors, fire alarms, smoke purge fans, and fire sprinkler monitors.
