SUBJECT: Retroactive Master Agreement with Various Contractors for the Provision of Permanent Supportive Housing Services
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute a retroactive Master Agreement with various contractors for Permanent Supportive Housing Services, effective January 1, 2020, not to exceed four and a half consecutive years, which includes a two-and-half-year base contract with two optional one-year extensions, total not to exceed $675,000.
2. Authorize the Director of the Department of Behavioral Health, or designee, to add and/or delete qualified contractors to the Master Agreement, as necessary.
REPORT
Approval of the recommended actions will allow the Department of Behavioral Health to assist clients with accessing Permanent Supportive Housing (PSH) services provided through the Department of Housing and Urban Development’s (HUD) Continuum of Care (CoC) Grant program. The Department will provide a portion of operating costs for up to 24 housing units occupied by clients. This item is countywide.
ALTERNATIVE ACTION(S):
If your Board does not approve the recommended actions, the Department will need to seek alternative funding to support the clients or discontinue providing PSH services.
RETROACTIVE AGREEMENT:
The proposed agreement is retroactive to January 1, 2020 due to an extended Request for Proposal (RFP) and contracting process. The prior agreement expired on December 31, 2019.
FISCAL IMPACT:
There is no increase to Net County Cost associated with the recommended actions. The maximum compensation from January 1, 2020 through June 30, 2021 is $75,000; $675,000 for the term of the agreement. Cost is based upon actual usage of the housing units at a daily rate of $8.56 per unit per month. The recommended agreement will be financed with State and Federal Substance Use Disorder (SUD) funds. Sufficient appropriations and estimated revenues are included in the Department’s Org 5630 FY 2019-20 Adopted Budget.
DISCUSSION:
PSH is an intervention that combines affordable housing assistance with support services to address the needs of chronically homeless people. The services are designed to build independent living skills while connecting those served with community-based services tailored to individualized needs. PSH services are not time limited. The Department intends to provide a portion of the overall costs of the PSH program as match funds for HUD’s CoC grants, to help clients access services.
On September 17, 2019, the Department through the Internal Services Department - Purchasing Division (ISD - Purchasing) issued a RFP #20-011 for PSH, which closed on October 18, 2019. The Department received two proposals, but only one was accepted by ISD - Purchasing. The accepted proposal was from Turning Point of Central California, Inc. (Turning Point).
A review committee was established comprised of staff from the Department, a community member, and an ISD staff member. The proposal was reviewed and ranked according to ISD - Purchasing guidelines based on a combination of proposal content, quality of proposed services, and experience in providing the services to the target population. The committee came to a consensus and recommended awarding services to Turning Point, selected due to: a complete and responsive proposal, demonstrated knowledge and experience working with the target population, and experienced staffing necessary to meet client needs.
PSH services are available to individuals and their families that meet the HUD definition of homelessness and who have a mental health and/or SUD need. As housing continues to be identified as a critical need for clients, the recommended agreement will allow the Department the flexibility to add vendors to increase capacity, if the demand for services materializes. There are four additional agencies that received HUD CoC funds and would be able to provide PSH services, if necessary.
Upon approval by your Board, the recommended Master Agreement will provide PSH services through Turning Point and allow other providers to be added as funding permits. The recommended Master Agreement provides for termination due to non-allocation of funds upon giving 30-days advance written notice to the contractor and provides for termination without cause by the County upon giving 30-days advance written notice to terminate.
