SUBJECT: Amendment I to agreements with The Fresno Center, West Fresno
Health Care Coalition, Integral Community Solutions Institute, and Iran
Barrera - California Reducing Disparities Evolutions Pilot Project
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute Amendment I to agreement with The Fresno Center for the Hmong Helping Hands Program, extending the term by two years from July 1, 2024 to June 30, 2026, which includes one optional one-year extension, and increasing the maximum by $815,218 to a total of $1,610,218;
2. Approve and authorize the Chairman to execute Amendment I to agreement with West Fresno Health Care Coalition d.b.a. West Fresno Family Resource Center for the Sweet Potato Program, extending the term by two years from July 1, 2024 to June 30, 2026, which includes one optional one-year extension, and increasing the maximum by $697,116 to a total of $1,379,190;
3. Approve and authorize the Chairman to execute Amendment I to agreement with Integral Community Solutions Institute for the Atención Plena and Pláticas Program, extending the term by two years from July 1, 2024 to June 30, 2026, which includes one optional one-year extension, and increasing the maximum by $702,910 to a total of $1,416,799; and,
4. Approve and authorize the Chairman to execute Amendment I to agreement with Iran Barrera for evaluation services for the California Reducing Disparities - Evolutions Innovation Pilot Project, extending the term by two years from January 1, 2025 to December 31, 2026, which includes optional extensions, and increasing the maximum by $180,000 to a total of $380,000.
REPORT
Approval of the recommended actions will allow the Department to extend the agreements with The Fresno Center (TFC), West Fresno Health Care Coalition d.b.a. West Fresno Family Resource Center (WFFRC), Integral Community Solutions Institute (ICSI), and Iran Barrera. TFC, WRRFC, and ICSI provide culturally responsive, community-defined and innovative programs to reduce disparities that exist among underserved populations. Iran Barrera provides evaluations for the three programs. The services are funded with Mental Health Services Act (MHSA) Innovation (INN) funds, with no increase in Net County Cost. This item is countywide.
ALTERNATIVE ACTION(S):
There are no viable alternative actions. Should your Board not approve the recommended actions, the Department would be unable to provide culturally responsive, community-defined services to underserved populations and wouldn’t be able to evaluate for program effectiveness and sustainability.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. The maximum compensation for TFC would increase by $815,218 to a total of $1,610,218. The maximum compensation for WFFRC would increase by $697,116 to a total of $1,379,190. The maximum compensation for ICSI would increase by $702,910 to a total of $1,416,799. The maximum compensation for Iran Barrera would increase by $180,000 to a total of $380,000. The services will be funded with MHSA INN funds. Sufficient appropriations and estimated revenues are included in the Behavioral Health Org 5630 FY 2023-24 Adopted Budget and will be included in subsequent budget requests.
DISCUSSION:
On January 18, 2022, your Board approved agreements with TFC, WRRFC, and ICSI for the California Reducing Disparities Evolutions Pilot Project which provides culturally responsive, community-defined innovative programs to reduce disparities that exist among underserved populations in the public behavioral health systems.
On December 13, 2022, your Board approved A-22-566 with Iran Barrera to provide evaluation services for California Reducing Disparities Evolutions Pilot Project.
The Department of Behavioral Health recently submitted a new plan to the Mental Health Services Oversight and Accountability Commission to extend and increase the Innovation funding for the community-defined innovation programs to evaluate for effectiveness and sustainability. The recommended actions will allow for the Department to continue program evaluations to see how the programs can assist in reducing mental health related issues in the identified populations and gain insight on sustainability of the programs.
OTHER REVIEWING AGENCIES:
The Behavioral Health Board was advised of the proposed amendments to the agreements.
