SUBJECT: Board Appointments to Tranquillity Public Utility District’s Board of
Directors
RECOMMENDED ACTION(S):
TITLE
1. Consider candidate and appoint director to the Tranquillity Public Utility District Board of Directors, JoAnn R. Minnite term expiring in 2025.
2. Consider candidate and appoint director to the Tranquillity Public Utility District Board of Directors, Michael Pucheu term expiring in 2025.
REPORT
Approval of the first and second recommended action will allow your Board to appoint two directors to the Tranquillity Public Utility District (“Tranquillity PUD”) Board, which is governed by the California Public Utility Code (“PUC”). This item pertains to a location in District 1.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the director positions will remain vacant on the Tranquillity PUD Board.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions.
DISCUSSION:
In accordance with California Elections Code §10515 (b), the Board of Supervisors as the supervising authority, shall appoint any person to the office who is qualified on the date when the election would have been held if no person has filed a declaration of candidacy for any office.
The Tranquillity PUD submitted applications from JoAnn R. Minnite and Michael Pucheu to the Clerk of the Board of Supervisors on September 8, 2021 and October 15, 2021. Joann R. Minnite and Michael Pucheu are current board members and did not file a declaration of candidacy for the November 2, 2021 Uniform District Election (UDEL). Both candidates are qualified to serve on the Tranquillity PUD Board pursuant to PUC § 15952. The Tranquillity PUD’s three (3) member board of directors are elected to serve a staggered four-year term. If the Board of Supervisors appoint the applicants to the Tranquillity PUD’s Board, their terms will expire in 2025. The Tranquillity PUD is wholly within Fresno County.
