SUBJECT: Retroactive Amendment to Agreement for Security Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute retroactive Amendment I to Agreement No. 20-493 with Cristiano Lopes, DBA, Pacific Valley Patrol to continue security services at emergency shelter motels established in response to the COVID-19 Public Health Emergency, effective May 1, 2021 with no change in term from November 15, 2020 to June 30, 2022 and increasing the maximum by $125,000 to a total of $696,989.
REPORT
There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will allow the Department of Social Services to increase funding for FY 2020-21 that will be used to continue security services at local motels providing emergency shelter in response to the COVID-19 pandemic. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. If your Board does not approve the recommended action, the Department will not have sufficient funding to pay for security costs through the end of the fiscal year.
RETROACTIVE AMENDMENT:
The recommended amendment is retroactive to May 1, 2021 due to a need for additional funding caused by the extension of contracted COVID-related emergency shelter motels through the end of the fiscal year.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The maximum cost of the recommended agreement ($696,989) offset with Senate Bill 89 COVID-19 Emergency Homelessness funds. Sufficient appropriations and estimated revenues are included in the Department’s Org 5610 FY 2020-21 Adopted Budget and will be included in subsequent budget requests.
DISCUSSION:
On November 15, 2020, your Board approved Agreement No. 20-493 with Cristiano Lopes, DBA, Pacific Valley Patrol (PVP) to provide security services at designated COVID-19 emergency shelter motels. Due to longer stays in emergency shelters amidst the COVID-19 pandemic, additional funds are needed to continue services throughout the remainder of the fiscal year. It is anticipated that security services will begin to be reduced as of July 1, 2021, as COVID-19 emergency shelter motels ramp down and cease use. At this time, only two emergency shelters that utilize the recommended security services are expected to remain as of July 1, 2021, with the other ending June 30, 2021.
Approval of the recommended amendment will allow PVP to continue to provide security services at the emergency shelter motels. The agreement may be terminated without cause by either party upon providing 30-day advance written notice.
