SUBJECT: Resolution for LPS Designated Facilities
RECOMMENDED ACTION(S):
TITLE
Adopt Resolution restating Lanterman-Petris-Short Act designated facilities to update facility addresses within the County of Fresno, authorize psychiatric evaluation and treatment of persons, and authorize the Local Behavioral Health Director to provide §5150 training and certification of licensed and unlicensed professional persons under the Act.
REPORT
There is no Net County Cost associated with the recommended action. The recommended action will provide Lanterman-Petris-Short Act (LPS) designation for Adult and Youth Crisis Stabilization Center’s (CSC) new locations within a County-leased building at 3141 N. Millbrook Avenue, Fresno, CA 93703, and relocate the current CSCs to the Heritage campus and relinquish the University Medical Center (UMC) Campus. This item is countywide.
ALTERNATIVE ACTION(S):
There are no viable alternative actions. Should the Board not approve the recommended action, Exodus Recovery would not be able to relocate to the newly renovated CSCs and would have to continue to provide services at the current location.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will designate the Heritage campus crisis stabilization units to provide services under LPS.
DISCUSSION:
On July 12, 2022, your Board approved Agreement No. 22-304 with Exodus Recovery to provide 24-7 youth and adult crisis stabilization services, and a Facility Use Agreement No. 22-305 for County-owned property located within the UMC Campus at 4411 E. Kings Canyon Road Fresno, CA 93702 where the CSCs operated.
The adult CSC has operated on the Kings Canyon UMC Campus since March 2012, and the youth CSC has operated from an adjacent location since April 2014. These facilities provide immediate, short-term behavioral health crisis intervention and stabilization services designed to resolve acute psychiatric crises and reduce the need for inpatient psychiatric hospitalization. The youth CSC serves individuals ages 12 through 17, while the adult CSC serves individuals ages 18 and older. Individuals may be admitted on a voluntary basis or pursuant to Welfare and Institutions Code (W&IC), §5585 or §5150. The CSCs also serve foster youth residing in Fresno County who remain under the jurisdiction of another county.
The Kings Canyon UMC Campus has been sold and requires the CSCs to relocate. The County leases the building with an address of 3109, 3115, 3119, 3121, 3127, 3133, 3141, 3147, 3151, and 3155 N. Millbrook Avenue, Fresno CA 93703 and 3676 and 3708 E. Shields Avenue, Fresno, CA 93726 (collectively, the “Building”), and intends to relocate its CSCs to 3141 and 3147 N. Millbrook Avenue, Fresno, CA 93703. Due to construction delays affecting the planned Adult CSC space at 3147 N. Millbrook Avenue, both the Adult and Youth CSCs will initially operate from 3141 N. Millbrook Avenue. Furthermore, since the UMC Campus has been sold and the HVAC system continues to have challenges, this move will help alleviate continued expenses for repairs. Upon completion of construction at 3147 N. Millbrook Avenue and receipt of all required licensing and certification approvals, the Adult CSC may relocate to its permanent location dependent on evaluation of community needs.
On November 5, 2024, the Board through Resolution No. 24-363 restated LPS Act designated facilities to update facility addresses within the County of Fresno and therefore modified the location for adult and youth psychiatric health facility services to relocate from 4411 E. Kings Canyon Road, Fresno, CA 93702 to 3127 N. Millbrook Ave and 3115 N. Millbrook Ave, Fresno, CA 93703.
Approval of the recommended action will restate LPS Designated Sites with updated addresses for the Adult and Youth CSCs and continue the Board’s prior authorization of the Local Behavioral Health Director, or designee, to provide appropriate §5150 training and certification to qualified unlicensed professionals. Unlicensed professional staff include medical residents working at local hospitals, marriage and family therapist interns, and associate clinical social workers working for the Department of Behavioral Health or in a County approved §5150 designated site. The §5150 designated sites include local hospital emergency departments, LPS Designated Facilities, and select outpatient mental health programs contracted with the County that employ medical and mental health professionals in direct client care with high acuity psychiatric issues. Existing authorized professional staff includes licensed physicians, licensed/waivered psychologists, registered and licensed vocational nurses, licensed clinical social workers, licensed psychiatric technicians, and licensed marriage and family therapists.

The Behavioral Health Board was notified of the recommended Resolution during the September 2026 meeting.
