SUBJECT: Consideration of AP75 authorization for expenditure on waste cleanup services on County parcel along Ashlan Avenue
RECOMMENDED ACTION(S):
Consider proposed expenditure, per Administrative Policy No. 75, for waste cleanup services on County parcel along Ashlan Avenue; and approve and authorize the use of District 2 funds for waste cleanup services to be performed by Olympic Property Services.

Your Board could choose not to take action.
FISCAL IMPACT:
There is no increase in net county cost associated with the recommended action. Sufficient appropriations are included in the proposed budget for the 2022-23 fiscal year under the Board of Supervisors Org 0110, Department 01100102. Roadside cleanup services are expected to cost $700-$1000.
DISCUSSION:
On July 5, 2022, District 2 staff performed a neighborhood cleanup along Ashlan Avenue, between Fruit and Thorne Avenues. The parcel on the south side of Ashlan Avenue is a County-owned right-of-way and is used as a trail by pedestrians. The parcel is a heavy collector of litter, including trash thrown from passing vehicles. This litter becomes trapped by nearby overgrown trees and landscaping, creating safety and visibility issues.
This is the second cleanup performed this year by District 2 staff, the first being in February 2022. Trash accumulates quickly in this area, and the first cleanup did not address the overgrown landscaping. District 2 staff has performed most of the cleanup, including disposal of trash, but the amount of green waste from trimming the landscaping requires third-party assistance to collect and haul to a disposal site. District 2 requests that your Board authorizes the use of District 2 funds for waste cleanup services and that these services be performed by Olympic Property Services due to their track record of working on City of Fresno illegal dumping cleanup projects and their ability to immediately respond and haul the remaining green waste on site and assist in the general clean-up of the area.
On August 8, 2017, the Board approved Administrative Policy No. 75, Community Outreach Services. Per Administrative Policy No. 75, this item was submitted to County Counsel for review and approval. County Counsel has deemed that the foregoing is a legal expenditure of public funds.
