SUBJECT: Appointment to the California State Association of Counties (CSAC) and the Urban Counties of California (UCC) Coalition
RECOMMENDED ACTION(S):
TITLE
Appoint a Member and Alternate Member of the Board of Supervisors to the California State Association of Counties (CSAC) Board of Directors for a one-year term (2024 to 2025); and Appoint a Member and one or two Alternate Members of the Board of Supervisors to the Urban Counties of California (UCC) Coalition Board of Directors for a two-year term (2025 through 2026); and direct the Clerk of the Board to provide notification to CSAC and UCC, respectively.
REPORT
The appointments will provide your Board representation on the CSAC Board of Directors and UCC Board of Directors.
ALTERNATIVE ACTION(S):
The appointments are at the discretion of the Board, but designation of a Board member is required for participation in the UCC coalition.
FISCAL IMPACT:
There is no increase in Net County Cost association with the recommended actions. The membership fee for the UCC coalition is $37,000 per year and funded with appropriations in Org 2540, Interest and Miscellaneous Expenditures.
DISCUSSION:
Every year, CSAC requests the Board of Supervisors to designate two members to serve as its representative and alternate on the CSAC Board of Directors. Under provisions of the CSAC Constitution, members of the Board of Directors and alternates are nominated by their respective Board of Supervisors and appointed by the Executive Committee to one-year terms of office commencing with the first day of the CSAC Annual Meeting. This year, the CSAC Annual Meeting will begin on November 18, 2024. Any member of the Board of Supervisors is eligible for the directorship. Currently, Vice Chairman Mendes represents your Board on the CSAC Board of Directors, and Chairman Magsig serves as the alternate.
Every two years, as part of the County’s membership in the UCC, the Board must designate one Board member to serve on the UCC Board of Directors, along with at least one alternate that can be either another Board member or staff. The designated Board member, or their alternate, is requested to participate in monthly conference calls and two in-person meetings that are scheduled during the CSAC Legislative Conference in the spring and the CSAC Annual Meeting in the autumn. Terms are for two years to coincide with the sessions of the California State Legislature. Currently, Vice Chairman Mendes represents your Board on the UCC Board of Directors, and Chairman Magsig serves as an alternate; your Board has not designated a second alternate.
There are currently 14 UCC member counties: Alameda, Contra Costa, Fresno, Los Angeles, Orange, Riverside, Sacramento, San Bernadino, San Diego, San Francisco, San Joaquin, San Mateo, Santa Clara, and Ventura.
Services provided by the UCC include:
• Testifying and sending letters on key legislation and budget issues.
• Providing a weekly e-newsletter, which highlights the latest news on legislation and budget.
• Tracking budget issues and providing summaries of the Governor’s budget, May Revise, and final budget actions.
• Meeting with legislative members, staff, and the Administration on issues that affect the urban counties.
• Maintaining a website, which includes information on the UCC priorities, policies, and actions of the Board and copies of letters or other communication.
• Conducting monthly Board meetings to update counties on the latest information on the State budget and legislative activities.
• Conducting monthly legislative committee meetings with key staff in the counties to provide updates and an ability for counties to share information on emerging issues.
• Highlighting urban counties on social media and having a social media presence.
• Sending out regular e-mail blasts to the Board and key staff about breaking issues including the budget, legislation, and end-of-session actions.
• Conducting regular meetings with local government partners to work collaboratively on legislative issues.
