SUBJECT: Amendment I to Agreement No. 23-280 with Pacific Clinics
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement with Pacific Clinics to provide expanded Adolescent Community Treatment services to youth in Fresno County, effective upon execution with no change to the term of July 1, 2023, through June 30, 2024, or compensation maximum of $8,851,340.
REPORT
Approval of the recommended action will allow Pacific Clinics to add Intensive Case Management and Outpatient levels of care to their existing Full-Service Partnership (FSP) level of care services provided within their Adolescent Community Treatment services program. This expansion of services will fill a gap in services for youth who are not eligible for FSP level services but still require more than one contact per week. This would also allow youth to move through the levels of care without interruption in services as they transition through the levels of care within the agency.
ALTERNATIVE ACTION(S):
There is no viable alternative action. If your Board does not approve the recommended action, a gap in services provided in Fresno County to adolescent youth who do not meet criteria for the FSP level of care will remain and those individuals will continue to struggle to find the appropriate level of service for their intense needs.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. There is no change to maximum compensation within the recommended Amendment I. The current maximum for the entire contract period ($8,851,340) is fully offset with Medi-Cal Federal Financial Participation and Mental Health Services Act (MHSA) Community Services and Supports (CSS) funds. Sufficient appropriations and estimated revenues are included in the Behavioral Health Org 5630 FY 2023-24 Adopted Budget and will be requested in subsequent fiscal year budgets for the duration of the contract term.
DISCUSSION:
On June 20, 2023, the Board approved Agreement No. 23-280 with Pacific Clinics for the provision of Adolescent Community Treatment services to adolescent youth in Fresno County. This program provides mental health and client support services to youth and their families who meet the program criteria.
Pacific Clinics and the County have identified a gap in services between the current Full-Service Partnership (FSP) level of service (the highest level of outpatient care where youth receive a minimum of three face to face contacts per week and their families are able to enroll in services as well) and traditional outpatient services (the lowest level of outpatient care where youth receive one contact per week with at least one of those being face to face each month) for youth (ages 10 to 18 years old). With the Board’s approval, the recommended Amendment would create a continuum of care and allow the providers to continue to support the youth and families they service without an interruption in services. The continuity of care and ability to enroll a youth in the most appropriate level of care without an interruption in services is expected to decrease recidivism.
OTHER REVIEWING AGENCIES:
The Behavioral Health Board was informed of the recommended Amendment at its February 2024 Board Meeting.
