SUBJECT:                     Contribution of Funds for Community Outreach Event

 

RECOMMENDED ACTION(S):

TITLE

Ratify the County Administrative Officer’s approval of the Probation Department’s contribution of funds to participate in the California Advocate 2026 Graduate Celebration Issue, per Administrative Policy 80.

REPORT

Administrative Policy 80 governs department contributions for non-County events, causes, and similar activities. The County Administrative Officer (CAO) approved this contribution request, subject to your Board’s ratification, so the contribution could be made in time for the June 30, 2026, issue. The recommended action requests Board ratification of the CAO’s approval for the Department’s participation in the 2026 Graduate Celebration Issue, as published by California Advocate Newspaper on June 30, 2026. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the Department will be unable to participate in efforts that recognize and promote academic achievement among local youth.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The total cost of participation is $2,000. Sufficient appropriations are included in the Department’s Org 3430 FY 2025-26 Adopted Budget.

 

DISCUSSION:

 

On June 10, 2025, your Board discussed department sponsorships and financial contributions to community events. Direction was given to the County Administrative Officer (CAO) to establish a process for approving County department participation in, or contributions toward, such events. Your Board also directed the CAO to return at a later date to discuss and recommend what County departments may officially recognize or celebrate.

 

On July 8, 2025, your Board approved Administrative Policy 80 - Department Contributions of Funds for Non-County Events or Causes. This policy ensures a consistent process when County departments seek to contribute funds for non-County events, causes, or anything similar.

 

Supporting educational success aligns with the Department’s mission to foster positive youth development and reduce the likelihood of future involvement in the criminal justice system. Participation in the 2026 Graduate Celebration Issue, published by the California Advocate Newspaper on June 30, 2026, provides an opportunity for the Department to recognize local Black graduates and highlight their academic achievement within the community. This participation strengthens protective factors such as educational attainment and advances efforts that promote positive outcomes for youth.

 

Funds are paid directly to the California Advocate Newspaper for the 10” wide by 10” tall half page, full color article. The Department participated in this event in 2025.
