RECOMMENDED ACTION(S):

TITLE

Adopt Budget Resolution increasing FY 2020-21 appropriations in the Public Safety Realignment Act of 2011 (AB 109) Planning Grant Org 3439 in the amount of $146,268 (4/5 vote).

REPORT

There is no Net County Cost associated with the recommended action. The cost associated with the recommended action will be funded by Local Revenue Fund 2011 Funds.  The increased appropriations are necessary to reimburse the Human Resources Department for Staff time related to services provided to the Community Corrections Partnership (CCP).  This item is countywide.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, there will not be sufficient appropriations in the AB 109 Planning Grant Org 3439 to fully reimburse the Human Resources Department’s staff time relating to services provided to the CCP.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action.  Funding for the recommended action is fully offset with Local Revenue Fund 2011 Funds.  Approval of the recommended action is necessary to increase the FY 2020-21 appropriations in the amount of $146,268 in AB 109 Planning Grant Org 3439.  This increase is necessary to reimburse the Human Resources Department’s staff time related to services provided to the Community Corrections Partnership.

DISCUSSION:

 Assembly Bill 109 (AB 109) was signed into law on April 5, 2011 and went into effect October 1, 2011.  AB 109 transferred responsibility for housing/supervising of specified inmates and parolees from the California Department of Correction to counties.  In accordance with Assembly Bill 109/Assembly Bill 117, the County created a CCP Executive Committee, and developed an implementation plan that will enable the County to meet the goals of the Public Safety Realignment Act.  The implementation plan was approved by the CCP August 19, 2011 and approved by the Board on September 13, 2011.  The CCP Executive Committee and the Board have approved six updates to the CCP Plan since it was initially approved.   The AB 109 Planning Grant  includes revenues and expenses related to the support and resources required by the CCP.   FY 2020-21 is the first year the Human Resources Analyst position is being funded with the Planning Grant funds.  Increased appropriations are required as sufficient appropriations were not included in the FY 2020-21 Adopted Budget due to staff oversight.  It should be noted, going forward, processes and procedures have been put in place to ensure sufficient appropriations are included in budget requests.   The increased appropriations will be used to reimburse the Human Resources Department’s staff time related to the services provided to the CCP such as recruitment and hiring, Salary Resolution amendments, and attendance at the CCP Meetings.
