SUBJECT: Agreement with Community Justice Center
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Community Justice Center for restorative justice mediation services for youth offenders within the juvenile justice system, effective October 1, 2025, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total compensation not to exceed $770,883.
REPORT
There is no Net County Cost associated with the recommended action, as costs for this recommended agreement are fully funded with Youthful Offender Block Grant (YOBG) funds. Approval of the recommended action will allow the Probation Department to continue offering restorative justice mediation services for youthful offenders and their victims of crime through Community Justice Center (CJC). This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. Should the Board not approve the recommended action, youthful offenders and victims of crime who are currently receiving restorative justice mediation services and/or requiring services in the future may experience a gap and/or delay in services.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions. The recommended agreement is fully funded with YOBG funds, with a total maximum cost of $770,883 over five years. The annual maximum compensation includes an annual fiscal year rate increase based on National Consumer Price Index not to exceed 3%. Sufficient appropriations and estimated revenues are included in the Probation Org 3430 FY 2025-26 Adopted Budget and will be included in all subsequent recommended budgets for the duration of the term.
DISCUSSION:
Under Welfare & Institutions Code Sections 1950, et seq., the YOBG program provides state funding to enhance the capacity of county probation, mental health, drug and alcohol, and other county departments to provide appropriate rehabilitative and supervision services to youthful offenders subject to Sections 731.1, 733, 1766, and 1767.35. Counties, in expending the YOBG allocation, shall provide all necessary services related to the custody and parole of the offenders.
On April 8, 2025, the County issued RFP No. 25-080 for restorative justice mediation services for between youth offenders within the juvenile justice system and victims of crime. The RFP closed on May 1, 2025, resulting in two proposals listed below:
- CJC, $770,883
- CoreTsolutions, LLC, $816,080
The proposals were reviewed by a panel of three from the Probation Department, comprised of two Assistant Deputy Chief Probation Officers, and a Probation Business Manager, which recommended to award services to CJC. The panel determined CJC to be the most comprehensive proposer, citing CJC’s years of experience conducting restorative justice mediation services for the Probation Department and within the local community. CJC also demonstrated a grassroots community-focused philosophy, emphasizing flexibility and avoiding stigma for participants.
Under the recommended agreement, CJC will provide restorative justice mediation services to cultivate youth accountability and responsibility, reduce youth recidivism, increase community safety, and address victim needs.
