SUBJECT: Award Contract 24-S-08 Department of Behavioral Health Olive Avenue Roof Replacement and Façade Repairs
RECOMMENDED ACTION(S):
TITLE
1. Determine that the adoption of plans and specifications, and award of Contract 24-S-08 Department of Behavioral of Health (DBH) Olive Avenue Roof Replacement and Façade Repairs is exempt from the requirements of the California Environmental Quality Act, Public Resources Code 21000, et seq., and direct staff to file a Notice of Exemption with the Office of the Fresno County Clerk; and
2. Adopt plans and specifications for Contract 24-S-08 DBH Olive Avenue Roof Replacement and Façade Repairs and award to the lowest bidder Fortune-Ratliff General Contractor, Inc., 352 West Bedford Suite 107, Fresno, CA 93711, in the total amount of $3,165,830.
REPORT
Approval of the recommended action will authorize the award of a County-funded Capital project. This item pertains to a location in District 3.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the project will be delayed or will not be constructed.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The anticipated construction cost for the project, based on the low bid and Director’s allowance for change orders of $170,791.50, is $3,336,621.50. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Capital Projects Division Org 8872 FY 2024-25 Adopted Budget.
DISCUSSION:
The Department of Behavioral Health (DBH) building is a 115,000 square foot office building located at 5555 E. Olive Avenue, Fresno, CA 93727 and was purchased in 2020 from AT&T Services, Inc. The building was selected to consolidate a variety of DBH services currently operating at different sites and include, but are not limited to, psychotherapy, treatment, medication services, psychiatry services, assessment, crisis intervention, case management, other support services, staff office spaces, and outpatient spaces for youth and adults. This project was initially advertised as a design-build procurement and a request for qualifications was issued on July 12, 2023. During the second phase, a request for proposals was issued on November 8, 2023, but withdrawn on January 12, 2024, due to most of the contractors withdrawing from the process, citing funding and scheduling issues. The project has been subsequently changed to a traditional design-bid-build procurement, which will occur in two phases. This first phase will address the immediate need to replace the roof and repair the exterior brick and concrete wall façades. In the second phase, to commence once the building is sealed and the work of the first phase complete, the building interior will be renovated to provide office spaces, records storages, conference rooms, exam rooms, outpatient treatment rooms, and a daycare space.
The project was advertised on October 1, 2024, and a bid opening was held on October 31, 2024. Seven bids were received. The low bid of $3,165,830, from Fortune-Ratliff General Contractors, Inc., was $2,612,147 or 45.21% lower than the architect’s estimate of $5,777,997.

Plans and Specifications were prepared by Robina Wright Architects & Associates, and Structural One Corp, and are on file with the Department of Public Works Planning (Department).
California Environmental Quality Act
The proposed roof replacement and façade repairs are exempt under 15301 (Existing facilities) of CEQA, as it is an exterior-repair-only improvement to an existing public building. It is anticipated that construction will commence in January 2025 and will be completed in Summer 2025.
