SUBJECT:                     Supersede Agreements to Bright Beginnings For Families and Assertive Community Treatment

 

RECOMMENDED ACTION(S):

Title

1.                     Approve and authorize the Chairman to execute a retroactive Supersede Agreement with Pacific Clinics for the final year of the Assertive Community Treatment full service partnership mental health services for children and youth ages 10-18 with serious emotional disturbances, effective July 1, 2022 through June 30, 2023 ($3,741,278); and,

 

2.                     Approve and authorize the Chairman to execute a retroactive Supersede Agreement with Pacific Clinics, Exceptional Parents Unlimited, Inc., and Comprehensive Youth Services of Fresno, Inc., for the final year of the Bright Beginnings For Families full services partnership mental health services for children ages 0-10 with serious emotional disturbances, effective July 1, 2022 through June 30, 2023 ($7,408,023).

Approval of the recommended actions will allow the County to contract with Pacific Clinics (Pacific) for the last year of services being delivered now as Uplift Family Services (Uplift) for the two full service partnership (FSP) agreements. On March 1, 2022 the County was notified by Uplift that they would merge with Pacific. FSP programs are Mental Health programs with a multi-disciplinary team that utilize the “whatever it takes” approach to help individuals reach their recovery goals. There is no additional Net County Cost associated with the recommended action. The agreements are funded with Mental Health Services Act - Community Services & Supports (MHSA - CSS) and Federal Financial Participation (FFP) funds.  This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Not approving the recommended actions may result in disruption of mental health services for children ages 0 to 18 years old.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended actions. The total compensation for the Assertive Community Treatment (ACT) Agreement is $3,741,278 and Bright Beginnings For Families (BBFF) Agreement is $7,408,023. The agreements will be funded with MHSA - CSS and FFP. Sufficient appropriations and estimated revenues will be included in the Department of Behavioral Health’s Org 5630 FY 2022-23 Recommended Budget. 

 

DISCUSSION:

 

On December 11, 2018, the Board approved Agreement No. 18-689 with Uplift for the ACT program to provide mental health and community support services to youth ages 10-18 with serious emotional disturbance.

 

On June 8, 2021 Amendment I to the Agreement with Uplift was approved to increase the overall contract maximum to increase staff salary and aid in staff retention.

 

On July 10, 2018, the Board approved Agreement No. 18-366 which is a collaboration between Uplift, Exceptional Parents Unlimited, Inc., and Comprehensive Youth Services of Fresno, Inc., for the BBFF program to provide a children’s FSP program for children between the ages of 0-10 years with serious emotional disturbance. All vendors on the BBFF agreement are in support of the transfer of Uplift’s BBFF portion to Pacific.

 

On June 8, 2021, your Board approved Amendment I to increase the overall contract maximum to increase staff salary and aid in staff retention.

 

On March 1, 2022, Uplift merged with Pacific and began operating as Pacific Clinics DBA Uplift. Effective July 1, 2022, Uplift will be legally known as Pacific Clinics. Per the California Secretary of State records, Pacific and Uplift have merged and are no longer their own entities. Due to the official merge, the recommended agreements are required for the County to contract with Pacific for the last fiscal year of both agreements. No change to the maximum compensation or term.
