RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute an Agreement with RDA Consulting, SPC, to provide evaluations of the County of Fresno Community Corrections Partnership funded programs effective January 16, 2024 through January 15, 2027, with an annual maximum compensation of $100,000, not to exceed the contract maximum compensation of $300,000.

REPORT

There is no Net County Cost associated with the recommended action, which will approve and authorize the Chairman to execute an Agreement with RDA Consulting, SPC to provide evaluations of the County of Fresno Community Corrections Partnership (CCP) funded programs, from January 16, 2024, to January 15, 2027. This item is Countywide.

 

ALTERNATIVE ACTION(S):

 

If the Board does not approve the recommended action, the Probation Department will have to withdraw the agreement for the CCP program evaluation and will not be able to perform the recommendations provided by the State Auditor’s report on Public Safety Realignment.

 

FISCAL IMPACT:

 

There is no Net County Cost associated with the recommended action. The recommended agreement is fully funded with the Public Safety Realignment Act of 2011 AB 109 funds. The maximum annual compensation for the recommended agreement is $100,000, with a maximum compensation of $300,000. Sufficient appropriations and estimated revenues are included in Probation’s FY 2023-24 Recommended Org 3430 Adopted Budget. Funding for this agreement will be included in subsequent requested budgets.

 

DISCUSSION:

 

The State Auditor’s report on Public Safety Realignment, released in March 2021, recommended that the County conduct evaluations of programs funded by the CCP to determine effectiveness and to assist in decision making at least every three years.

 

On June 13, 2022, during the CCP meeting, the Research, Evaluation and Technology sub-committee presented the Scope of Work for evaluation of the CCP funded entities and requested approval to move forward in the Request for Proposal (RFP) process. The CCP approved a motion that allowed the sub-committee to move forward with developing an RFP.

 

On March 16, 2023, the County issued RFP No. 23-027, which solicited bids for Evaluation services for the CCP funded programs. One proposal was received in response to the RFP, from RDA Consulting, SPC, which was reviewed by a panel of five; the panel recommended to award services to RDA Consulting, SPC. The Probation Department concurred with the recommendation.

 

The evaluation to be provided by RPC Consulting, SPC, seeks to identify opportunities to build on existing system investments by examining the County's AB 109 system and services, and

analyze the extent to which it functions efficiently and effectively to support the County’s realigned population. Over the next 3 years, the CCP intends to evaluate a minimum of six AB

109-funded programs that will have been in operation during the years of study.
