SUBMITTED BY: David Luchini RN, PHN, Director, Department of Public Health
Robert W. Bash, Director of Internal Services/Chief Information Officer
SUBJECT: Lease Agreement at 1171 Fulton Street
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Lease Agreement with State Center Community College District for approximately 6,720 square feet of office space located at 1171 Fulton Street, Fresno, CA 93721, effective upon execution; not to exceed one year, which includes a six-month initial term with an optional six-month extension, total not to exceed $133,056.
REPORT
There is no additional Net County Cost associated with the recommended action, which will permit the Department of Public Health (DPH) to utilize approximately 6,720 square feet of office space for temporary relocation of staff during a planned remodel of their current space in the Brix-Mercer building. This item pertains to a location in District 3.
ALTERNATIVE ACTION(S):
Your Board may direct DPH and the Internal Services Department (ISD) to pursue other facility options; however, this would result in foregoing a location that best provides for the temporary relocation of staff during the planned remodel and would cause delay in the commencement of planned remodeling schedules.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action.
The monthly rent for the space is $11,088.00 for 6,720 square feet of office space at $1.65 per square foot. The total rent for the potential one-year term is $133,056. Sufficient appropriations and estimated revenues are included in the DPH Org 5620 FY 2023-24 Adopted Budget and will be included in subsequent budget requests.
DISCUSSION:
DPH is utilizing funding provided through the Future of Public Health grant to make needed and necessary upgrades to the Brix-Mercer building located at 1221 Fulton Street. These upgrades include modernizations to the building and improvements to medical clinics, treatment rooms, client waiting areas, and staff accommodations. Once completed, these improvements will improve customer experiences.
One of these current projects is the complete interior renovation of the 3rd Floor of the Mercer side of the Brix-Mercer building which houses the Health Policy and Wellness Division. The renovation includes the complete demolition of their area to remediate hazardous materials and to build new offices inside the current area. This will result in the displacement of approximately 30 staff members for at least three months. At this time, the Brix-Mercer building does not have enough space to accommodate these staff members within its remaining area as construction plans continue to reconstruct the basement that was flooded in 2018.
State Center Community College District (SCCCD) is ideal for DPH as SCCCD is located near the Brix-Mercer building and allows DPH staff to serve the community with little impact to operations. The terms of the Agreement state one six-month term with an optional six-month extension in the event there are delays in construction.
