SUBJECT: Budget Resolution and Budget Transfer for Vehicle Purchase
RECOMMENDED ACTION(S):
TITLE
1. Adopt Budget Resolution increasing FY 2025-26 appropriations and estimated revenues for General Service Department Org 8911 in the amount of $133,500 for the purchase of three (3) vehicles (4/5 vote); and
2. Approve and Authorize the Clerk of the Board to execute Budget Transfer No. 53 transferring FY 2025-26 appropriations from Department of Public Health Org 5620 ($133,500), from account 7295 (Professional & Specialized Services), 7265 (Office Expense), 7412 (Mileage), and 7345 (Facility Services) to account 7910 (Operating Expenses Transfer Out), in the amount of $133,500 to fund the purchase of three (3) vehicles for the Environmental Health Division.
REPORT
There is no additional Net County Cost associated with the recommended actions. Approval of the first recommended action will increase appropriation and estimated revenues in Org 8911 for the purchase of vehicles for the Environmental Health Division’s Dairy Inspection, Solid Waste Enforcement, and Consumer Protection Unit and for the Fresno County Animal Shelter. Approval of the second recommended action will approve and authorize a budget transfer transferring funds in the amount of $133,500 to purchase replacement vehicles for the Environmental Health Division. This item is countywide.
ALTERNATIVE ACTION(S):
Your Board could choose not to approve the recommended actions deferring the purchase of replacement vehicles; however, this delay will likely result in higher maintenance costs and fewer vehicles. This would cause delays to response times of the Consumer Protection Unit, Solid Waste Enforcement, and Dairy Inspections.
FISCAL IMPACT:
There is no additional Net County Cost associated with the recommended actions. Approval of the first recommended action will increase the FY 2025-26 appropriations in the General Services Department - Fleet Services Org 8911 for program 92097 in the amount of $45,750, program 92098 in the amount of $45,750, and program 92099 in the amount of $42,000 for the purchase of three (3) vehicles. Approval of the second recommended action will transfer budgeted appropriations from accounts 7265 ($5,000), 7295 ($98,500), 7345 ($10,000), and 7412 ($20,000) Orgs 56204764, 56204770, 56204882 and 56201500 to account 7910 for the purchase of one (1) vehicle for Org 56204764, one (1) vehicle for Org 56204882, and one (1) vehicle for 56204770. Operating costs for the replacement vehicles are included in the Department of Public Health’s Org 5620 Adopted Budget for FY 2025-26 and will be included in future budget requests.
DISCUSSION:
The Department of Public Health has identified the need for three vehicles in the Environmental Health Division. These vehicles were identified in the budget process for FY 2025-26; however, these vehicles were not communicated to Fleet Services and as such were not placed into the Public Health Department’s original budget submitted in September. One of these vehicles is for the dairy inspection programs. The current vehicle has exceeded 250,000 miles, which is well beyond the recommended replacement for County vehicles. The other two remaining vehicles are replacements of vehicles that have been considered a total loss by General Services Department, Fleet Services Division. One vehicle has significant mechanical wear and damage on the rear differential, and the other vehicle was involved in a significant accident that resulted in major body damage that exceeded the retail value of the vehicle. The loss of these two vehicles has created significant constraints in the Environmental Health Division performing routine inspections and enforcement.
Approval of the first recommended action will allow the Department of Public health and the General Services department to begin the process of transferring funding over to acquire the vehicles. Approval of the second recommended action will allow the Department of Public health to submit a transfer request over to the Auditor-Controller/Treasurer-Tax Collector.
