SUBJECT:                     Second Amendment to Agreement with B.I. Incorporated, dba B.I. Correctional Services, Inc.

 

RECOMMENDED ACTION(S):

TITLE

Approve and Authorize the Chairman to execute Second Amendment to Agreement No. 21-026 with B.I. Incorporated, registered to do business in California as B.I. Correctional Services, Inc., to expand the program participant age group from 18-30 to 18-40 years of age in the Justice Assistance Grant (JAG) portion of the Reentry Employment Readiness Program, with no change to the term of February 1, 2021, through January 31, 2026, or compensation maximum of $2,401,484.

REPORT

There is no additional Net County Cost associated with the recommended action, which will allow B.I. Incorporated (B.I.) to expand services to the Reentry Employment Readiness Program by increasing the program participant age group from 18-30 to 18-40 years of age. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

If the recommended action is not approved, the Reentry Employment Readiness Program will not be able to expand its services to meet the needs of those outside the current age group.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The services provided under this proposed amendment are fully offset with JAG funding. Sufficient appropriations and estimated revenues are included in the FY 2025-26 Recommended Budget for Probation’s Org 3432.

 

DISCUSSION:

 

On January 26, 2021, the Board approved an Agreement with B.I. to provide evidence-based reentry employment services to in and out of custody adult offenders, on probation and/or in the Probation Department’s Pretrial program as well as those in the Justice Assistance Grant (JAG) Adult Re-entry Planning Program (ARPP).

 

On March 28, 2023, the Board approved an expansion of services for the Reentry Employment Readiness Program to increase the number of daily and annual participants funded through AB109 Realignment funds and increased the maximum compensation.

 

Over the course of administering the JAG ARPP, it has become apparent that expanding outreach and services will significantly support the program’s goal of reducing gang activity. The Department now desires to expand the program participant age group for the Reentry Employment Readiness Program, from 18-30 years of age to 18-40 years of age. This expansion will allow the program to serve a larger population and maximize available grant funding before the end of the JAG grant term.
