SUBJECT:                     Amendment to the Revenue Agreement with the California Department of Public Health for the Local Oral Health Program

 

RECOMMENDED ACTION(S):

Approve and authorize the Chairman to execute Amendment No. 22-10163, A01 with the California Department of Public Health, for the Fresno County Local Oral Health Program, to reallocate funds from the previously awarded grant, effective upon execution with no change to the term of July 1, 2022 through June 30, 2027 and increasing the maximum compensation by $68,000 to a total of $2,712,280.

REPORT

There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will reallocate a portion of funds from the previously awarded grant to continue school-based/school-linked activities which were not completed during the previous grant due to significant delays caused by COVID-19 closures of schools and reassignment of lead position. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the Department of Public Health (Department) would not receive the reallocated funding to continue school-based/school-linked activities which were not completed during the previous grant term, limiting the number of children benefiting from this program.   

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action reallocates $68,000 from the previously awarded grant to increase the current oral health grant maximum from $2,644,280 to $2,712,280.  Sufficient appropriations and estimated revenues are included in the Department’s Org 5620 FY 2022-23 Adopted Budget and will be included in future budget requests for the duration of the grant term.

 

DISCUSSION:

 

On February 6, 2018, the Board approved a four-year four-month agreement (March 13, 2018 through June 30, 2022) with the California Department of Public Health (CDPH) for the purpose and goal of educating about oral health, dental disease prevention, and linkage to treatment of dental disease including dental disease caused by the use of cigarettes and other tobacco products. 

 

On September 24, 2019, the Board approved a first amendment to the oral health grant to change the annual allocations into a lump sum compensation amount and corrected the name from "Fresno County Department of Public Health" to "County of Fresno". 

 

On October 5, 2021, the Board approved a second amendment to the oral health grant to enhance current activities being performed that support school-linked dental programs. The school-linked software program enhancement connects with parents to link their children to a source of dental care that will track the progress of care from referral to completion of treatment. The school-based program provided dental equipment for the delivery of sealants and other oral health treatments to expand the school dental sealant program’s capacity to treat additional school-aged children in grades K-6.

 

On June 7, 2022, the Board approved a five-year agreement (July 1, 2022 through June 30, 2027) with CDPH to expand upon the existing Local Oral Health Programs (LOHP) by including the following program activities related to oral health in our communities: education, disease prevention, facilitating community-clinical linkages, and surveillance. The goal is to fund activities that support demonstrated oral health needs and prioritize underserved areas and populations.    

 

Approval of the recommended first amendment will increase funding in the current oral health grant to continue school-based/school-linked activities in the School-Based Dental Sealant Program (SBSP) as well as community wide programming.  The Department will have 12-months to spend the reallocated funding once the agreement has been executed by all parties. A portion of the reallocated funds will be used to increase the number of school screening events held during the school year by offering stipends to the dental providers and/or dental hygienists for screening youth during these events. Increasing the number of oral health screening events will provide the County the opportunity to reengage the community with the SBSP and provide in-person training to the school staff regarding the Kindergarten Oral Health Assessment mandatory data reporting requirements of the State.  Additional funding will also be used for mobile dental equipment purchases, which will enhance the mobile dental sealant program’s overall reach to children in grades K-6. In alignment with the LOHP’s goals of motivating and reinforcing positive oral health behavior to improve oral health outcomes, additional funding will enhance the availability of materials for education such as oral health kits made available at school screening events, SBSP events, and other educational settings throughout the County.
