DATE: April 9, 2024
TO: Board of Supervisors
SUBMITTED BY: Susan L. Holt, Director, Department of Behavioral Health
SUBJECT: Amendment I to Master Agreement No. 23-285 for Cultural Specific Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Master Agreement to continue specialty mental health services, effective upon execution with no change to the term of July 1, 2023 through June 30, 2025 and increasing the maximum by $2,561,114 to a total of $7,334,000.
REPORT
Approval of the recommended action will increase the specialty mental health services maximum compensation of the current Agreement to allow the Contractor (The Fresno Center) to continue to claim funding for services rendered and received through the fiscal year. This is a Fee For Service (FFS) program, therefore there will be no increase to Net County Cost. This item is countywide.
ALTERNATIVE ACTION(S):
There is no viable alternative action. Should your Board not approve the recommended action, The Department of Behavioral Health (DBH) will not be able to ensure the current program budgets will allow the program to uphold the Department vision and goals moving forward.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The maximum cost of the recommended Agreement ($7,334,000) will be fully funded by Mental Health Services Act Community Services and Support (MHSA CSS), Medi-Cal Federal Financial Participation (FFP), and Realignment funds. The specialty mental health services maximum compensation will increase from $2,194,443 to $3,500,000 per fiscal year, which increases the total maximum compensation from $4,772,886 to $7,334,000 during the entire term of this Agreement.
DISCUSSION:
On June 20, 2023, your Board approved a Master Agreement to provide cultural specific services to the Southeast Asian (SEA) population. The agreement includes two levels of care; outpatient/intensive case management (OP/ICM) specialty mental health services and full-service partnership (FSP) services serving transition age youth (TAY), adult and older adults in the SEA population.
With the implementation of California Advancing and Innovating Medi-Cal (CalAIM), the Contractor is now a Fee For Service (FFS) provider. As a result, the Contractor is paid for services rendered and received. This is based upon clinical billable services. The County and Contractor previously agreed to a set specialty mental health services maximum compensation, which states the County will pay for services rendered and received up to the maximum compensation. Due to this being the first fiscal year under FFS, the maximum compensation was based on billing projections. Following mid-year analysis, it is projected that the Contractor will exceed initial billing projections by $800,000, thus the need to increase the maximum compensation to allow for the Contractor to continue to claim funding for services rendered and received through the entire fiscal year.
OTHER REVIEWING AGENCIES:
