SUBJECT: Amendment to Agreement with Centro La Familia Advocacy Services, Inc.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment No. 3 to Agreement with Centro La Familia Advocacy Services, Inc. for administration of the California Work Opportunity and Responsibility to Kids Housing Support Program extending the term by 13 months from June 1, 2024 through June 30, 2025 and increasing the maximum compensation by $853,125 to a total of $3,135,345.
REPORT
The recommended action will extend the term of the agreement with Centro La Familia Advocacy Services, Inc. (CLFA) by 13 months to allow the Department of Social Services (DSS) to continue augmenting funds for homeless services, including rapid rehousing assistance and related supportive services to eligible homeless families. There is no additional Net County Cost as services are funded by the California Work Opportunity and Responsibility to Kids (CalWORKs) Housing Support Program (HSP) allocation. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board elect not to approve the recommended action, this agreement with CLFA will expire on May 31, 2024, and services to CalWORKs families experiencing homelessness will cease at the current scale.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The agreement ($3,135,345) will be fully funded with the CalWORKs HSP Allocation. Sufficient appropriations and estimated revenues are included in the Department’s Org 5610 FY 2023-24 Adopted Budget and will be included in subsequent budget requests.
DISCUSSION:
CalWORKs HSP is a program for families receiving CalWORKs cash assistance who are experiencing homelessness. The program provides eligible families with temporary shelter, case management, housing financial assistance, and housing location services, and is designed to rapidly move families from homelessness into safe permanent housing. CalWORKs HSP services are funded through an annual allocation from the California Department of Social Services (CDSS).
On February 25, 2020, your Board approved Agreement No. 20-090 with CLFA to administer the CalWORKs HSP in Fresno County. On May 11, 2021, your Board approved the first Amendment to Agreement 20-090 with CLFA in response to an increased need for emergency shelter services for CalWORKs families amidst the COVID-19 pandemic. On March 28, 2023, your Board approved the second Amendment to Agreement No. 20-090 which added funds to the remainder of the 2022-2023 term and increased the total funding for the 2023-2024 term.
This recommended amendment to the agreement seeks to increase the term by an additional 13 months and increase the maximum contract value by $853,125 to a total of $3,135,345. Approval of the recommended action will allow homeless services for CalWORKs families to continue unimpeded. DSS will have the opportunity to assess the program as it is currently administered and to evaluate how the future funding will be leveraged to continue providing the necessary services to CalWORKs families.
