SUBJECT: Agreement with the Central California Food Bank (CDBG CV19251)
RECOMMENDED ACTION(S):
TITLE
Approve and authorize Chairman to execute an Agreement with the Central California Food Bank for the Food Distribution, Coronavirus Aid, Relief, and Economic Security Act Community Development Block Grant Project No. CV19251, effective upon execution through September 30, 2023, and authorize the Director of Public Works and Planning to determine and grant timeline extensions for completion of the Project. ($32,216)
REPORT
Approval of the recommended action will provide additional Coronavirus Aid, Relief, and Economic Security Act Community Development Block Grant (CDBG-CV) funding for the Central California Food Bank Food Distribution (Project). The funds are needed to provide food through the Central California Food Bank (CCFB) for low and moderate-income citizens impacted by COVID-19 in various eligible unincorporated communities in Fresno County including, but not limited to: Cantua Creek, Caruthers, Del Rey, Five Points, Lanare, Laton, Malaga, Raisin City, Riverdale, and Tranquility, as well as in the City of Selma. These additional funds are available from the County’s CDBG-CV allocation included in the County’s 2019-2020 Action Plan. The total Project cost is estimated at $32,216. This item pertains to locations Countywide.
ALTERNATIVE ACTION(S):
Your Board may reject the recommended action and direct the Department of Public Works and Planning staff to use the funds for a different eligible CDBG-CV activity. However, rejection may impact the County’s ability to meet its CDBG-CV expenditure timelines set by the U.S. Department of Housing and Urban Development (HUD).
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The total estimated Project cost is $32,216. CDBG-CV funds in the amount of $32,216 from the County’s unincorporated area allocation are included in the Department of Public Works and Planning - CDBG Org 7205 FY 2023-24 Proposed Budget. CDBG-CV funds are provided on a reimbursement basis. The CCFB will provide a local financial contribution in excess of the CDBG-CV funds that may be necessary to complete the Project by September 30, 2023.
DISCUSSION:
Fresno County’s Urban County community development entitlement area received CDBG-CV funds from HUD through the CARES Act. The funds are to be used to prevent and respond to the spread of COVID-19 and other infectious diseases. Staff worked with the County Administrative Office and the six cities participating in the County’s CDBG-CV program to determine the types of projects being recommended for funding, using the available allocation of CDBG-CV funds.
The Project consists of the procurement and distribution of food through the CCFB for low and moderate-income citizens in unincorporated areas of the County impacted by COVID-19. The Project ensures these residents are receiving adequate nutrition. On June 7, 2022, the County and the CCFB entered into Agreement No. 22-235, whereby $595,403 in CDBG-CV funds were made available to the CCFB for the Food Distribution, Project No. CV 19251. All funds allocated to that Project were successfully utilized.
If approved, the agreement will allow the CCFB to procure and distribute additional food to residents in the unincorporated area of the County. In the event the CCFB requires additional time to complete the Project, your Board’s approval of the agreement authorizes the Director of Public Works and Planning to grant such an extension.
