SUBJECT: Resolution Accepting Transitional Housing Program and Housing
Navigation and Maintenance Program Funding
RECOMMENDED ACTION(S):
TITLE
1. Adopt Resolution authorizing the Department of Social Services to apply for and accept the Transitional Housing Program Round 7 ($945,909) and the Housing Navigation and Maintenance Program Round 4 ($545,424) allocations administered by the California Department of Housing and Community Development;
2. Approve and authorize the Vice Chairman to execute the Resolution as required by the California Department of Housing and Community Development; and
3. Authorize the Director of the Department of Social Services, or her designee, to execute grant-related documents, including the Allocation Acceptance Forms for both programs.
REPORT
There is no additional Net County Cost associated with the recommended actions. The first recommended action will allow the Department of Social Services (Department) to complete the allocation acceptance process with the California Department of Housing and Community Development (HCD) for the Transitional Housing Program (THP) and Housing Navigation and Maintenance Program (HNMP) funding; the second recommended action will allow the Vice Chairman to execute the resolution, so that the Chairman does not self-certify; and the third recommended action will authorize the Department Director, or her designee, to execute grant-related documents, including the Allocation Acceptance forms and claims; however, the related standard agreements will be brought to the Board for approval at a later date. These allocations will be used to provide housing support programs for youth aged 18 to 24 years old, prioritizing those formerly in the foster care or probation system. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board choose not to approve the recommended actions, the Department would forfeit $1,491,333 in THP and HNMP funding intended to assist young adults residing in the County with housing services.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. If approved, the Department will complete the allocation acceptance process to receive $945,909 of THP funding and $545,424 of HNMP funding, which will be available through June 30, 2028.
DISCUSSION:
The first round of THP was received as of December 30, 2020. The first round of HNMP was received as of January 12, 2021. Since the initial rounds of THP and HNMP, the funds have continued annually. Current rounds of THP and HNMP are being used to support Transitional Housing Program-Plus (THP-Plus) and Family Unification Program (FUP) case management and rental assistance services provided by Valley Teen Ranch to assist former foster or former probation youths with obtaining and maintaining safe housing.
On August 19, 2025, HCD issued the Allocation Acceptance form for Round 7 of the THP authorized by Section 2.00 of the Budget Act of 2025 (Chapter 4 of the Statutes of 2025) and Chapter 11.7, commencing with Health and Safety Code (HSC) Section 50807, of Part 2 of Division 31 of the HSC. THP is to be used to provide housing for young adults aged 18 to 24 years old, prioritizing those who were formerly in foster care or probation. The program provides funding to identify and assist with housing services to provide housing stability. THP may also be used to provide engagement and outreach, targeting those with the most severe needs.
In addition, on August 19, 2025, HCD issued the Allocation Acceptance form under Round 4 of the HNMP authorized by Section 2.00 of the Budget Act of 2025 (Chapter 4 of the Statutes of 2025) and Chapter 11.8, commencing with HSC Section 50811, of Part 2 of Division 31 of the HSC. HNMP funding is to be used to support housing navigator staff to assist young adults to secure and maintain housing including emergency support, to prevent young adults from becoming homeless, and make linkages to key resources in the community. HNMP funding was previously known as the Housing Navigators Program and was updated by HCD to include housing maintenance as a central activity.
The Department intends to direct THP Round 7 and HNMP Round 4 grant funding towards continuing THP-Plus and FUP case management and rental assistance services through the Valley Teen Ranch agreement executed by your Board on August 19, 2025.
Per HCD’s direction, the Chairman of the Board, listed as the authorized signer in the resolution, cannot be the same individual who signs the resolution. Approval of the recommended actions will allow the Department to complete the applications for THP Round 7 and HNMP Round 4 funding and allow the Vice Chairman to sign the resolution. If THP or HNMP funds remain available for allocation after the deadline for submitting signed Allocation Acceptance Forms and the County is eligible for additional allocations from the THP or HNMP programs, the County would be authorized and directed to accept additional allocations up to $1,891,818 of THP and $1,090,848 of HNMP.
