SUBJECT: Revenue Agreement with the California Secretary of State
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a revenue Agreement with the California Secretary of State for federal Help America Vote Act reimbursement funds to improve election security, effective June 1, 2025 through June 30, 2026, total not to exceed $15,789.
REPORT
There is no additional Net County Cost associated with the recommended action, which will execute a revenue Agreement with the California Secretary of State (State) to provide a maximum of $15,789 in Help America Vote Act (HAVA) federal reimbursement funds to defray the costs of services, equipment, and training to improve election security. The County Clerk/Registrar of Voters (Department) will use the funding to enhance security camera functionality at the Fresno County Elections Warehouse. Although the Elections Warehouse is located in District 3, this item is countywide.
ALTERNATIVE ACTION(S):
Your Board may elect to decline the funding. If the recommended action is not approved, the Department will not be awarded a total of $15,789 in funding to expand and replace security cameras in use at the Elections Warehouse.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The County is not required to match funds under the recommended Agreement. Sufficient appropriations and estimated revenues are included in the Department’s FY 2024-25 Org 2850 Adopted Budget and will be included in the Department’s FY 2025-26 Recommended Budget request.
DISCUSSION:
On March 25, 2025, the Department was informed the State allocated $15,789 in HAVA funding to the County for the purpose of augmenting election security. The term of the recommended Agreement is June 1, 2025 through June 30, 2026. The specific activities and equipment eligible for reimbursement have been approved by the State and are itemized in the recommended Agreement, not to exceed the $15,789 apportionment. The deadline to submit claims for reimbursement is June 30, 2026.
The recommended Agreement provides for reimbursement of expenses in the following categories: cybersecurity, physical security, security and privacy awareness training, and incident response. If approved by your Board, the funding will be used to replace, expand, and enhance current security camera functionality at the Fresno County Elections Warehouse.
