RECOMMENDED ACTION(S):

TITLE

Approve and authorize the Chairman to execute Amendment No. 1 to Agreement No. 22-189 with Exceptional Parents Unlimited for CalWORKs Home Visitation Program Services updating contract budgets, effective upon execution with no change in term of July 1, 2022, through June 30, 2027 and increasing the maximum compensation by $22,000 to a total of $5,692,345.

REPORT

There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will allow the Department to alter existing contract budgets to account for an augmentation of CalWORKs Home Visitation Program (HVP) allocated funds issued by the California Department of Social Services (CDSS). These funds will be used to enhance program operations and improve fidelity. This item is countywide.

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, the Department will be unable allow use of augmented funds for program enhancements under the current contract. Due to expenditures timelines, this will result in forfeiture of augmented funds.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action. The increase in maximum compensation amount of the agreement, $22,000, will be offset by using augmented CalWORKs HVP funds. Sufficient appropriations and estimated revenues are included in the Department’s Org 5610 FY 2025-26 Adopted Budget and will be included in subsequent requests.

 

DISCUSSION:

 

Assembly Bill 1811 (Chapter 35, Statutes of 2018) established the CalWORKs Home Visiting Initiative, later changed to HVP, as a voluntary program for eligible pregnant and parenting women, families, and infants born into poverty to support positive health, development, and well-being. Long-term program goals include improved educational, economic, and financial capability opportunities, and likelihood that these families will exit poverty.

 

On May 3, 2022, the Board approved an agreement with Exceptional Parents Unlimited (EPU) for CalWORKs HVP services. The HVP program is a voluntary service that will provide families with up to 24 months of services during which parents are paired with a Parent as Teachers-trained Home Visitor who makes regular visits to the participant’s home to provide guidance, coaching, and access to health and social services. Home Visitors use the Parents as Teachers evidence-based curriculum designed to build strong communities, thriving families and children that are healthy, safe, and ready to learn.

 

On February 23, 2026 the California Department of Social Services issued County Fiscal Letter No. 25/26-55 informing of an augmentation in the amount of $842,556 to Fresno’s Fiscal Year 2025-26 HVP Allocation.

 

Approval the recommended amendment will make changes to the approved budgets. These changes will allow use of augmented funds to enhance delivery of the evidence-based practice and improve capacity.
