SUBJECT:                     Amendment I to Agreement with Cultural Brokers, Inc., for Parent Partner and Home Visitor Services

 

RECOMMENDED ACTION:

TITLE

Approve and authorize the Chairman to execute Amendment I to Agreement A-15-022 with Cultural Brokers Inc. for Parent Partner and Home Visitor services extending the term by two years from January 1, 2018 to December 31, 2019 and increasing the maximum by $609,466 to $1,313,665.

REPORT

Approval of the recommended action will allow the Department to continue to provide parent partner and home visitor services to families involved in the Child Welfare Services system.  The proposed amendment will allow for two additional one-year terms of service and increase the maximum compensation by a total of $609,466.  The additional funds are necessary to maintain and enhance current services, with no Net County Cost. 

 

ALTERNATIVE ACTION(S):

 

Should your Board not approve the recommended action, services to families involved with Child Welfare Services will be reduced, which may result in a decrease in family reunification.

 

FISCAL IMPACT:

 

There is no increase in Net County Cost associated with the recommended action.  The cost of the recommended amendment will increase maximum compensation to $1,313,665.  Maximum compensation for the period of January 1, 2017 to December 31, 2017 to be increased by $20,000 to $254,733 and $589,466 for the period of January 1, 2018 to December 31, 2019.  Cost of the amendment will be fully offset by Children Welfare trust funds.  Sufficient appropriations are included in the FY 2017-18 Adopted Budget for Organization 5610 and will be included in the requested budget for subsequent fiscal years. 

 

DISCUSSION:

 

As a result of a formal competitive bid process, an agreement with Cultural Brokers Inc. was executed by your Board on January 6, 2015, for the provision of Parent Partners and Home Visitor services. These services are valuable to families and have been shown to increase the likelihood of a family reunifying after a child enters the Child Welfare Services system. 

 

The recommended amendment will extend the current agreement for two additional one-year terms.  Since January 6, 2015, Cultural Brokers Inc. Parent Partners have on average each year, participated in 396 Team Decision Making (TDM) meetings, provided 170 one-on-one peer supports and 352 foster parent home visits.  Approval of the recommended amendment will expand services by providing additional Parent Partner trainings, increasing the number of TDMs attended.

 

If approved, the recommended amendment will be effective upon execution through December 31, 2019, with the same terms and conditions unless either party provides written notice of non-renewal not later than sixty (60) days prior to the close of the current term.  The agreement may be terminated by the Contractor, County or the DSS Director or designee upon providing thirty (30) day advance written notice.  The Department has one other agreement with Cultural Brokers, Inc. ($1,462,810) for Family Advocacy and Liaison Services.
