SUBJECT: Revenue Agreement with California Department of Housing and Community Development
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute an Agreement with the California Department of Housing and Community Development (HCD) for the Homeless Housing, Assistance and Prevention grant (HHAP) funds (#25-HHAP-10013), effective upon execution by the HCD through June 30, 2030, total not to exceed $9,548,430; and
2. Approve and authorize the Chairman to execute the related HHAP Authorized Signatories Form, as the Authorized Representative.
REPORT
There is no additional Net County Cost associated with the recommended actions, which will allow the Office of Housing and Homelessness (OHH), on behalf of the County of Fresno and the Fresno Madera Continuum of Care (FMCoC) to receive the HHAP Round 6 (HHAP-6) funding from California Department of Housing and Community Development (HCD). The County will serve as the Administrative Entity for the combined funding allocation that will be used to support regional coordination and provide homeless services in the FMCoC service area (Fresno and Madera counties). Additionally, it is necessary for the Chairman to be designated as the Authorized Representative on the HHAP Authorized Signatories Form to execute the HHAP-6 standard agreement. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board elect not to approve the recommended actions, the County would be out of compliance with the HHAP-6 Regionally Coordinated Homelessness Action Plan executed by your Board on August 5, 2025, and would forfeit $9,548,430 in HHAP-6 funding available to address homelessness needs in the Fresno and Madera region.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions. The total combined FMCoC and County HHAP-6 allocation is $9,548,430. If approved, HCD will provide an initial disbursement of 50% ($4,774,215) as a lump sum. The remaining 50% ($4,774,215) will be disbursed upon meeting the following requirements: minimum obligation of 75%, minimum expenditure of 50% of the initial disbursement by June 30, 2027, a compliant housing element, and compliance with the Regionally Coordinated Homelessness Action Plan. The maximum of 7% ($668,390) of the total combined allocation will be retained for administrative costs. Additionally, a minimum of 10% ($954,843) of the total allocation must be spent on services for youth (18-24 years old) experiencing homelessness. Sufficient appropriations and estimated revenues will be included in the Departments Org 5428 FY 2026-27 Recommended Budget and will be included in subsequent budget requests.
DISCUSSION:
The State of California authorized HHAP-6 through Section 13 of AB 166 (Chapter 48, Statutes of 2024; Health & Safety Code (HSC) Section 50239, et seq.), which was signed into law by Governor Gavin Newsom on July 2, 2024. The program is administered by HCD and provides flexible block grant funds to Continuums of Care, large cities (population of 300,000+) and counties to build on the regional coordination created through previous HCD grant funding and support local jurisdictions in their unified regional responses to reduce and end homelessness.
On August 5, 2025, your Board conducted a public hearing to receive testimony on the Regionally Coordinated Homelessness Action Plan, approved the plan, executed the Regional Memorandum of Understanding (MOU) of the area jurisdictions, and authorized the Department of Social Services (DSS) to submit a joint application on behalf of the County and the FMCoC for HHAP-6 funding. With the subsequent creation of OHH, the responsibility of administering these funds has been transferred from DSS to this new division.
HHAP-6 is intended to reflect the state’s priorities to prevent and expeditiously reduce unsheltered homelessness through homelessness prevention activities and sustaining existing interim housing solutions, and permanent housing solutions, including long-term sustainability of interim housing and permanent affordable housing. OHH will serve as the Administrative Entity for the HHAP-6 grant allocations for the County and the FMCoC. Although the FMCoC allocation will be administered by the County, services provided must be aligned with the MOU developed in cooperation with the FMCoC and the other regional applicants, including the City of Fresno and the County of Madera.
With your Board’s approval of the recommended actions, $9,548,430 in HHAP-6 funding will be available to provide emergency assistance to people experiencing or at-risk of homelessness in the FMCoC jurisdiction of Fresno and Madera counties, including services put into place with previous rounds of HHAP, that will be able to continue with HHAP-6 funding. Services supported with previous rounds of HHAP include emergency shelter, rental assistance, rural homeless outreach, homelessness prevention & diversion, homelessness data system support, and services tailored to homeless youth ages 18 - 24. Any additional agreements or amendments to be supported by the HHAP-6 grant will be brought before your Board for approval at a future date, as appropriate.
