In accordance with California Elections Code Sections 10510 and 10515(b), for a special district board of directors position to be filled at the next general district election, it is required that either a person file a declaration of candidacy with the county elections official by 5:00 p.m. on the 88th day prior to the general district election, or for the Board of Supervisors, as the supervising authority, to appoint any person to the office who is qualified on the date when the election would have been held if no person has filed a declaration of candidacy for any office. The County utilizes an established appointment process, performed by the Clerk of the Board, that requires candidates to complete a Boards, Commissions, Committee (BCC) Application for consideration of appointment to a special district vacancy.

If the recommended action is approved by your Board, Mr. Hatzman will be appointed to serve as a director on the district board effective December 4, 2026 with a term set to expire on December 6, 2030.
