SUBJECT: Amendment I to Agreement with the City of Kingsburg (CDBG 19392-CV)
RECOMMENDED ACTION(S):
TITLE
Approve and authorize Chairman to execute Amendment I to Agreement No. 20-513 with the City of Kingsburg for the Kingsburg Senior Meals, Coronavirus Aid, Relief, and Economic Security Act Community Development Block Grant Project No. 19392-CV, effective upon execution with no change in term through June 30, 2023, to provide additional senior meals, and increasing the maximum Coronavirus Aid, Relief, and Economic Security Act Community Development Block Grant funding by $28,057 to a total Coronavirus Aid, Relief, and Economic Security Act Community Development Block Grant funding amount not to exceed $80,661.
REPORT
Approval of the recommended action will provide Coronavirus Aid, Relief, and Economic Security Act Community Development Block Grant (CDBG-CV) funding for the Kingsburg Senior Meals (Project). The additional funds are needed to provide additional services to the senior residents of the City of Kingsburg (City) and are available from the City’s CDBG-CV allocation included in the County’s 2019-2020 Action Plan, as amended by your Board on April 19, 2022. The total Project cost is estimated at $80,661. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
Your Board may reject the recommended action and direct the Department of Public Works and Planning staff to use the funds for a different CDBG-CV activity. However, deletion may impact the County’s ability to meet its CDBG-CV expenditure timelines set by the U.S. Department of Housing and Urban Development (HUD).
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The recommended amendment will increase CDBG-CV funding by $28,057; from $52,604 to $80,661. The additional CDBG-CV funds are included in the Department of Public Works and Planning - Community Development Block Grant Org 7205 FY 2022-23 Proposed Budget and represents the City’s remaining CDBG-CV allocation. CDBG-CV funds are provided on a reimbursement basis. The City will provide a local financial contribution in excess of the CDBG-CV funds that may be necessary to complete the Project by June 30, 2023.
DISCUSSION:
Fresno County’s Urban County community development entitlement area received CDBG-CV funds from HUD through the CARES Act. The funds are to be used to prevent and respond to the spread of COVID-19 and other infectious diseases. Staff worked with the County Administrative Office and the six cities participating in the County’s CDBG program to determine the types of projects being recommended for funding, using the available allocation of CDBG-CV funds.
The Project consists of the procurement of meals for senior citizens in the City. The Project will ensure the most vulnerable residents are receiving adequate nutrition, while minimizing those residents’ exposure to communicable disease at grocery stores or restaurants.
On December 15, 2020, the County and the City entered into Agreement No. 20-513, whereby $52,604 in CDBG-CV funds were made available to the City for the Kingsburg Senior Meals, Project No. 19392-CV. On January 28, 2022, the Director of Public Works and Planning approved an extension to the close-out date of Project No. 19392-CV to June 30, 2023, pursuant to Section VII of the Agreement.
The additional funds are available to the City due to savings from other completed projects and represent the remainder of the City’s CDBG-CV funds.
